Anderson - at 7:30 p.m. on April 14, 1969 in the Council Chamber. Councilmen present <br />were: Mrs. Hayw~rd, Messrs. MCDo~d, wing~d and Te:rue, Mrs. Be~l and Messrs. Grib~kOv",~~.su1dY::>->2pd MJhr. <br /> <br />1 Appointments - The Mayor announced the appointment of Mr. Carrol Colvin to replace Mr. Robert Yates"who <br />resigned -because he is leaving Eugene. <br /> <br />. <br />,Mrs. Hayward moved seconded by Mr. McDonald that the Council approve the appointment of Mr. Carrol Colvin <br />to the Electrical Board. Motion carried. <br /> <br />2 Committee, Criminal Code - Mayor Anderson said about a month ago the Council had asked for recommendation~ <br />for a committee to review the criminal code in the city of Eugene. Th~ Mayor recommended Judge RolaDd K. <br />Rodman, Mrs. William Frye,. Mr. Gebrge Platt and Mr. Walter Schaeffer to make up the committee. All have <br />expressed a willingness to serve. <br /> <br />Mrs. Hayward moved seconded by Mr. Mohr to appoint those recommended by the Mayor to a committee to <br />study revision of the criminal code. <br /> <br />COMMITTEE REPORTS <br /> <br />Committee meeting held March 26, 1969. <br /> <br />Present: Mayor Anderson; Councilmen Hayward, Purdy, McDonald, Teague, Beal and Gribskov and Mohr. <br /> <br />I <br /> <br />1. Items from Mayor and Councilmen <br />3 a. Dog Leash Ordinance - Councilwoman Beal has had a great deal of comment from citizens regard,:,.'..J' <br />ing the Dog Lease Ordmnance with regard to maximum fines which may be imposed. Public <br />feeling seems to be that insufficient publicity was given to this Ordinance before action <br />was taken. <br /> <br />Mrs. Beal moved seconded by Mrs. Hayward that a public hearing be called on the subject of <br />the dog leash law, and possible amendments and that it be advertised as well as po~sible. <br /> <br />Dr. Purdy said that the Council had heard this ordinance at a public hearing, and that it <br />had been very well ad~rtised. Apparently the public was not enough interested to appear. <br />It would be to no avail to rehear the ordinance at this time. <br /> <br />The Council discussed hearings given the ordinance and the consensus was that sufficient <br />notice had been given, and that the ordinance should be given a trial, with possible future <br />amendments. <br /> <br />Councilman Teague suggested a letter clarifying that it was not the intent of the ordinance <br />to send someone to jailor fine them $500.00 should be attached to the ordinance. <br /> <br />Mayor Anderson stated it was the intent of the Council to work with the news media, and <br />suggested staff make every effort to inform the public concerning the ordinance. <br /> <br />I <br /> <br />A vote was taken on the motion as stated and the motion failed. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald that Item la be received and placed on file. Motion carried. <br /> <br />4 <br /> <br />b. Legislative Luncheons - Mrs. Hayward reminded the Council of the Legislative Luncheon Sat- <br />urdayat the Eugene:,Hotel. The Mayor, Mr. Mohr, Mr. Teague and Mrs. Beal will ateend. Mrs. <br />Hayward asked about the legislative committee of the Council and when it would be convenient <br />to meet to discuss Senate Bill 474 concerning underground electric wiring. Friday after- <br />noon at 4:00 in the Manager's conference room was set for this discussion. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald that Item lb be received and placed on file. Motion carried. <br /> <br />5 2. Contract for Engineering Services, Eugene Renewal Agency - Eugene Renewal Agency submitted a <br />contract for engineering services to the City Council for consideration and approval. This <br />contract will enable the Agency to reimburse various city departments for expenses required to <br />perform technical work in carrying out designs for various project improvements for the Central <br />Eugene Project. The contract would be limited to $100,000, which the Agency could draw against. <br />The Agency has requested approval at the meeting of April 14, effective April 1. Staff rec- <br />ommends approval of the contract. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to follow the recommendation of the staff with <br />reference to the contract with the Eugene Renewal Agency. Motion carried. <br /> <br />I <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 2 of the Committee report. Rollcall vote. <br />All councilmen present voting aye, the motion carried.~ <br /> <br />6 3. Regional Air Pollution Authority Recommendation - In response to a request from the Council, <br />Lane Reg&onal Air Pollution Authority indicated they felt research was desirable, but recommen- <br />ded against the use of 240 acres of city property immediately east of the airport for the pro- <br />posed burning experimentation. <br /> <br />~ <br /> <br />The Mayor suggested that, should the Council have any reason to doubt the validity of the <br />Authority action, it would be well to ~et with the Authority before taking further action. <br />4/14/69 - 1 <br />
