Bids, Hendricks Park Comfort Station - The staff recommended approval of Norm Green, low <br />bidder and suggested that the additional cleanouts be installed at the request of the city <br />at an additional cost of $15.00 each. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald that the city accept the low bid with the conditions <br />outlined above. Rollcall vote. All councilmen present voting aye, the motion carried. <br /> <br />Other: ,_ <br />Exception for manufacturing, N.E. corner Obie and West 11th (Mack Moore)- The Planning Commission <br />on March 24 recommended an exception be granted for construction of a mortuary, stone monument <br />facility and a new single family residence. They found that undue hardship would be created if Ii <br />the property were denied its previous right. The approval with subject to dedication of additiona1;i <br />right of way for Obie Street. <br /> <br />Dr. Purdy moved seconded by Mr. McDonald to approve the requested exception as approved by the Planning <br />Commission. Motion carried. <br /> <br />Bids, Public Works Pro;ects - Opened April 1, 1969. Copies of a bid tabulation covering paving <br />and sewer projects were previously distributed to council members. <br /> <br />Public Works Department has report the ;bids are higher than expected from experience in previous <br />years, and people should be heard as to whether they want to proceed. Public Works Director has <br />recommended bids be awarded, subject to any discussion at public hearing. There have been no <br />written protests. In each case, the award is to the lowest bidder. <br /> <br />.:Mrs. Hayward moved seconded by Mr. McDonald that the contract be awarded to the low bidder in each of <br />" these projects. <br /> <br />1. Broadview from Hawkins Boulevard to Sunrise Boulevard. In answer' to a question from Mr. McDon- <br />ald the Director of Public Works said the high bid on Hawkins Boulevard was caused in some <br />degree by the countour of the land, and that this is an exceptionally narrow street being <br />constructed under a difficult situation, the street being only a block long. There were no <br />protests from the audience. <br /> <br />2. 20th Avenue from Washington Street to Friendly Street - Public Works Director explained this <br />is a one-sided sidewalk being assessed against each<.\side. When asked why the cost was so high, <br />the Public Works Director said costs are up about 35%, 5% due to a city raise in engineering <br />and administration charges, the rest an increase in bid. <br /> <br />3. Sanitary Sewer on Polk:" Street from Railroad Boulevard 300' north of Polk Court _ Mrs. J. <br />Walsteen, 1270 East 22nd objected to this proposed sewer, saying the people had been given <br />permission to connect to the sewer in 1914, and that there was no statement to the effect <br />that this was a temporary order or permit, that would be rescinded in the future. She did <br />not feel they should come back 30 or 40 years later to assess. <br /> <br />Mrs. Hayward explained that it is the policy in the City to requi~e those who live within the <br />City and have sewer service to pay the assessment for sewer services. <br /> <br />Mrs. Walsteen assumed the assessment was paid when the old sewer was built. ~funager s?id this <br />trunk sewer was built in 1913 and was not assessed to abutting property owners. He explained <br />the method of granting permits for connection at that time. This project was initiated in 1966, <br />but people in the area asked for further time to meet financial requirements. After sewer is <br />installed, the Council will want to, ,at some future time, improve the street with paving and <br />gutters. <br /> <br />Dr. Purdy asked what condition the road will be in following installation of the sewer. He <br />thinks the street will be pretty bad. Allen said they are attempting to locate along the edge. <br />It will need some patching when the project is completed. <br /> <br />In answer to a question from Mr. Mohr, the City Attorney said when the city has ,another sewer <br />system installed, the city will give notice that the adjoining property owners must hook up to <br />it and give them time within which to comply. The Public Works Director said that the City has <br />taken the responsiblity to transfer those hooked to the 90' sewer to the new sanitary sewer. <br />They will not make connections to properties not already hooked up. <br /> <br />Mr. McDonald wanted people to know the city is not responsible for the conditions of the streets <br />after the sewer is completed. <br /> <br />A vote was taken on the motion as stated. Rollcall. All councilmen present voting aye, the <br />motion carried. <br /> <br />Waiver of Bidding, Manning Heights Subdivision - The Manager explained that the owner of the <br />subdivision has requested award of this contract to Max Ansola. There is only one owner <br />involved, and the staff recommends the contract be award to Max Ansola. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald that the Council approve the waiver of bidding on <br />paving for Manning Heights Subdivision.
