<br />r <br /> <br />n -: G'l ">' <br />\..v~_ulJ <br /> <br />e <br /> <br />4/14/69, <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald that the rules be suspended ana the bill be read the third <br />time by council bill number with unanimous ,consent of the Council. Mr. Teague voted no, and the <br />bill was held over to the meeting of April 28, 1969. <br /> <br />I <br /> <br />Council Bill No. 8812 - Sanitary sewer in the area bounded by a line 160' north of Pershing <br />Street on the north; by the Southern Pacific Railroad right of way on the east and south; and by Hwy. <br />99 North on the west was submitted and read in full. <br /> <br />The Director of Public Works explained that this had been left until this year because of concern for <br />financial impact upon abutting property owners who will be assessed the cost of sewers. The City Man- <br />lager read l~tters f~om property owners, both in favor and against construction of sanitary sewers. <br /> <br />/Mr.A. W. Kilborne, in a letter from Southern Pacific, opposed the inclusion of its property lying along <br />,the easterly side of Bethel Drive within the assessment district. <br />Mrs. Margaret Budiski, 2715 Bell Lane and Mr. Joe Chace, 2768 BeU Lane opposed the project and said <br />their septic tanks had never caused any trouble, and the sanitary sewers were unnecessary in this area. <br /> <br />Mrs.Robert Palmer, 1008 Madera Lane, said the residents on the entire block object to this installation, <br />and that their property is in an industrial area, and may be sold in a short time. <br /> <br />e <br /> <br />In answer to a question from Mrs. Hayward, Public Works Director said there had been a real dFainage <br />problem in this area which has apparently been alleviated in the past few years. <br /> <br />Mrs. Beal asked for a report from the County Sanitarian. The Public Works Director said a decision <br />on the project should be made within thirty days to get into the next summer construction schedule. <br /> <br />I <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to table this project, pending a report from the County <br />Sanitarian about problems with septic tanks in the neighborhood. <br /> <br />Mr. Teague asked if a Planning Commission report concerning the alleged future industrial uses would <br />not also be pertinent. Mrs. Hayward agreed to include this suggestion in the motion. <br /> <br />The question was called on'the motion.' Motion carried. <br /> <br />In answer to a question from the Council, Mr. Gerald Davis from Lane County Sanitarian office said <br />they could have a report to the Council before its meeting of April 28, 1969. The Planning Director <br />said they could also furnish the requested information by that date. <br /> <br />Council Bill No. 8813 - Adopting plans and specifications was held over until Council Bill No. <br />8812 is heard at the meeting of April 28, 1969. <br /> <br />Council Bill No. 8814 - Sanitary Sewer in the area bounded by a line 160' northeast of Bethel <br />Drive on the north and east; by Roosevelt Boulevard on the sou~h; and by the Oregon Electric Railway <br />right of way on the west was submitted and read in full.- <br /> <br />This area was also left until this ;year because of concern for financial impact upon abutting property <br />owners who will be assessed cost of sewers. The City Manager read letters from property owners, both <br />in favor and against construction of sanitary sewers. <br /> <br />I <br /> <br />Mrs. Sue Eatmon, Rt. 1, Box 1033W, Veneta, Mrs. Elaine Getty, 1948 Crane.Lane, Mi. Bill J. Graham,' <br />1)1965 Crane Lane and Mr. Robert C. Collett, 1928 Crane Lane, objected to installation of sewers in this <br />area, saying it was zoned industrial, and they felt their homes were not destined to remain long enough <br />to pay the assessment.. - '.' <br /> <br />Melvin Pantle, property owner in the ?rea, objected to the sewer construction, saying his septic tanks <br />were in good operation and there was no need for sewers. <br /> <br />In answer to a question from Mrs. Hayward, the Public Works Director said there had been a real <br />drainage problem in this area, which has apparently been alleviated in the pas't few years. Garfield <br />and Crane Lane could be eliminated from the system. <br /> <br />'. <br /> <br />Mrs. Beal asked for a report from the Counth Sanitarian. The Public WOFks Director said a decision on tHe <br />project should be made within thirty days to get into the next.summer construction schedule. <br /> <br />jJThe question was called on the motion.
