Enforcement .re: Campus Parking Meters - The Police Department recommends amendment of the <br />Ordinance to enforce metered parking between the hours of 7:00 a.m. and 6:00 p.m. around <br />certain areas of the University of Oregon. The University has requested that this action <br />be taken in order to provide more on-street parking for commuting students and to remove <br />dormitory parking from metered areas. <br /> <br />Mr. Teague moved seconded by Mrs. Hayward to approve the recommendation of the Traffic <br />Engineer. <br /> <br />Councilwoman Beal asked that the meters be specially marked so that students would not <br />be caught unaware of the change. <br /> <br />A vote was taken on the motion as stated, and the motion carried. <br /> <br />Mrs. Hayward moved seconded by Mrs. Beal to approve item lOb of the Committee report. Motion carried. <br />Councilman Mohr asked what Mrs. Beal recommended for makking of meters ,so that students would be aware <br />of the change. Mrs. Beal said they should be marked in some manner to inform students of the change <br />in hours. <br /> <br />2 <br /> <br />c. <br /> <br />Request for Additional Meters, 15th from Agate to Moss, University of Oregon - The Traffic <br />Engineer has no objection to the addition of meters in this area, but wants it understood <br />the request comes from the University. The Manager explained that, rather than purchase <br />new meters, these could be added as meters become available after removal from Urban Renewa(' <br />Area. Enforcement hours should be same as just recommended for other areas of the Univer- " <br />sity, and the Police Department should properly enforce the meters. <br /> <br />In answer to a question from Mrs. Beal, the Director of Public Works said meters in this <br />area may be used for up to five hours. <br /> <br />, <br />i' <br />" <br /> <br />Councilman Mohr objected to the burden placed on the City to solve University parking <br />problems. Students and faculty have been assessed to provide additional parking spaces, <br />but nothing has been done by the University. <br /> <br />Mr. Gribskov moved semnded by Mrs. Beal that the Council adopt the plan as outlined by the <br />City Manager to install new meters in the area, as requested by the University of Oregon. <br />Motion carried. <br /> <br />.The Manager said subsequent to the committee meeting the University Building and Grounds Committee, at <br />:a meeting attended by the Traffic Engineer, had requested that meters not be installed, but that they <br />would recommend another location at a later date. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to table Item 10c until a written communication is received <br />from the University. Motion carred. <br /> <br />3' <br /> <br />11. <br /> <br />I <br />I ~ <br />Building Code Amendment - The Superintendent of Building Inspection has proposed an Ordinance tOi: <br />amend the Eugene Building Code to require that automatic fire extinguising systems be installed! <br />in buildings facing or bordering any pedestrian ma 11 where access for operation of fire fightingir <br />apparatus will no longer be provided, due to construction of the mall. The proposed ordinance i: <br />has been reviewed by Fire Chief Ed Smith and Fire Marshall Wendall Wick and representatives of <br />the Eugene Renewal Agency, and they find it in order. It is in accordance with the renewal <br />plan, and occupants or owners of buildings affected should be aware of the propOsal. <br /> <br />Mr. Dave Hunt of Eugene Renewal Agency explained the design of proposed malls, and the inability:: <br />of pumper trucks to operate efficiently in ,the restricted space. Installation will be of benefit <br />to owners in reduced insurance costs. <br /> <br />The Council was concerned about possible fire hazard and danger to occupants. <br /> <br />Dr. Purdy moved seconded by Mr. Gribskov to approve the building code amendment requiring <br />sprinkler fire protection in certain buildings. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 11 of the Committee report. Motion carried. <br /> <br />4, 12. Distribution - Report on Sharing Highway Street Lighting was attached to agenda <br /> <br />Salary proposal - material concerning salaries for budget committee meeting was distributed to <br />members of the Council. <br /> <br />No Council action taken on Item 12. <br /> <br />Committee meeting held April 2, 1969 <br /> <br />Present: Mayor Anderson; Councilmen Hayward, McDonald, Purdy, Jeague, Gribskov, 'Beal and Mohr; <br />City Manager and staff; and others. <br /> <br />5 <br /> <br />1. Items from Mayor and Council <br />a. Report re: Pioneer Cemetery - Mr. Mohr requested the City Attorney, Director of Parks and <br />Recreation and Director of Planning to prepare a report on the feasibility of city acqui- <br />sition of the Pioneer Memorial Cemetery adjacent to the University Campus for use as a <br />city park. It was Mr. Mohr's suggestion that this park be dedicated in perpetuity to the <br />preservation and maintenance of both the grave sites and the memorial-historical character <br />of the cemetery. Mr. Mohr further suggested that the city request owners of gravesites to <br />transfer title to the city in return for public dedication of the area as a public memorial <br />park. <br /> <br />No action was taken. <br /> <br />j. /1 j. !
