<br />Regular meeting of the Common Council of the city of Eugene, Oregon was called to order by his Honor
<br />Mayor Lester E. Anderson at 7:30 p.m. on May 12, 1969, in the Council Chamber. Councilmen present
<br />were: Mrs. Hayward, Messrs.. McDonald, Wingard and Teague, Mrs. Beal, and Messrs. Gribskov and Mohr.

<br />The minutes of the meeting of April 14, 1969, as mailed to Council members, were approved.
<br />
<br />International Cooperation Committee - Mayor's Awards - Mayor Anderson explained the formation of the
<br />International Cooperation Committee and its contributions to the Gity. Each,year awards are given
<br />as one way of recogn~z~ng contributions toward international understanding made by citizens of Eugene.
<br />Those receiving awards were: Joseph Gemayel, Chairman, International Festival; Rverend G. G. GOld-
<br />thwaite, Foreign Student Advisor representing the Cooperative Christian Ministry;Sheldon High School, I
<br />for programs concerning international emphasis and summer tour to Eu~ope, to Principal Wayne Flynn !

<br />and students; Mr. Horace Holds, Teacher, Sheldon High School, for UNESCO sponsored conference involv- Ii
<br />ing six students; Mrs. .Dorothy Deveau, Howard School Resource teacher for Uni ted, Nations elementary I

<br />Sister City Committee - Mayor Anderson announced new appointees to the Sister City Committee. Mrs.
<br />Thomas Newton, 515 East 40th; Mrs. Helen Clator, 547 East 19th; Miss Elizabeth Mrgoliash, Carson
<br />Hall, University of Oregon; Mr. Gary Bond, 1390 Mill Street, were .appointed for terms to expire
<br />January. 1, 19]2. Mayor Anderson ~xplained that the Chinju Sister City Committee hopes to raise
<br />funds to send Miss Margoliash to visit our sister city in Korea, this summer.

<br />Mrs. Beal moved seconded by Mrs. Hayward that the City Council go on record endorsing H.B. 1027. Ii

<br />Mr. Wingard read a proposed amendment to appoint a five member advisory commission to assist in carry-II,
<br />ing out the purposes of this bill. The Commission would be appointed by the BoundarY. Board. Ii

<br />House Bill 1027 - This bill, which establishes a local Boundary Commission has been reviewed by
<br />Central Lane Planning Council and supported by the City Council. Senator Ed Fadeley reported the
<br />status of the bill, and requested support of the Eugene City Council. The' CouncE reviewed the bill,
<br />and discussed modifications and amendments to the bill, since they had originally supported it.

<br />A vote was taken on the motion as stated.

<br />Mrs. Beal asked Senator Fadeley about H.B. 1228, the Bill regulating air pollution. Senator Fadeley
<br />explained the status of this bill and said that the bill is not, at this point, entirely satisfactory.

<br />There was Council discussion concerning the. Eugene amendments, Eugene's need, because of'geographic
<br />location, to have these amendments included in the bill. Senator Fadeley said he believed the bill
<br />should be stronger.
<br />
<br />Leased Housing, Lane County Housing Authority - The Council'previously approved a.request for thirty
<br />units of leased housing with Lane County Ho,using Authority - 20 four bedroom and 10 five bedroom.
<br />The Housing Aut~ority has submitted application for thirty units to be owned by the Authority. Since
<br />the program was proposed to be developed by the private sector, through the non-profit corporation
<br />being supported by the Chamber of Commerce, the turnkey acquisition approach is at variance with the
<br />Council request. Federal regulations now specify a minimum acceptable number of units of 100 rather
<br />than 30. The Joint Housing Committee has asked that the Council withdraw the application, until a
<br />determination can be made as to how best to achieve the original request under the resolution.
