<br />In answer to a question from Mr. Teague the Manag~r said when a building permit was requested for
<br />improvement of civic stadium, the request included addition of a number on seats. The Building
<br />Code required there be a certain number of off-street parking spaces per seat in the stadium. Be-
<br />..cause of the shortage of, off-street parking spaces, ~ an~L.~~~ f~ct that the old stadium had been in
<br />this location before adoption of the new zoning ordinance-; "the interpretation was" that the require-
<br />ments would only have to be met by the new building. This could be accomplished by cordoning off
<br />existing stands. They have requested a waiver to t~is requirement for the night of June 9, since
<br />an overflow crowd is anticip?ted at that time.

<br />Bids, Public Works pro;ects - The Director of Public Works has analyzed the unit bid
<br />prices relating to 1969 paving contracts. A normal increase of 2% per year was "experienced
<br />on paving projects, and since this is nominal, it may explain the added costs of approx-
<br />imately 15% and 20% being attributed to the fricr'e"ase'dc'ostof const'ruction by the cont-
<br />ractor.

<br />Mr. Allen explained the bids, stating that No.1, Capitol Drive, had been entirely ini-
<br />,tiated by the City, and since owners had expressed a feeling that the estimated assess-
<br />ment was too high, it is anticipated they will object to the new prices, under the low
<br />bid. The other projects ar~ subdivision projects, and .Public Works Department recommends
<br />the low bid in each case, subject to the approval of the subdivider and signing of a
<br />contractual agreement that he will accept the project assessments.

<br />Mr. John Cook, 2830 Capitol Drive, objected to this bid, saying he would have,a double assessment,
<br />since he had a double-frontage lot. He suggested that the street continue with an asphalt apron,
<br />and delete curbs and sidewalks. Mr. Allen explained the reason for city specifications, especially
<br />in areas such as this with steep grades. Mr. Coo~ said his driveway would be ruin~d with a 20'
<br />wide street, and Mr. Allen said they would"try to work this out.

<br />Mis Kenar Charkoudian, 2503 Capitol Drive, asked that the Council not postpone action on this
<br />project any longer. She said the street is in very bad'condition, and should be improved.
