Wingard seconded the amendment. <br /> <br />Mr. Pinkerton asked how this differed from the original motion. City Attorney said, in correspondence, <br />the firm representing the subdivider had said they would sign the contract only under protest.. He <br />'recommended that the Council not award the contract unless it was signed without protest. <br /> <br />e <br /> <br />A vote was taken on the amendment. Petition for Paving Martha Court, off Calvin Street - Petitioned by owners of 70% of the <br />property. I <br /> <br />Mr. McDonald moved seconded by Mrs. Hayward to approve the petition for paving of Martha <br />Court. Motion carried. <br /> <br />4. Traffic Channelization - 7th and Chambers Street - The proposed parking restriction would <br />provide for turning movements and through traffic movement at 7th and Chambers. <br /> <br />Mrs. Hayward moved seconded by Mr. Gribskov to approve the. parking recommendation of the <br />Traffic Engineer at West 7th Avenue and Chambers Street. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Items 3 and 4 of the Committee report., Motion <br />carried. <br /> <br />5. Billboards, Civic Stadium - The Council previously postponed action on the question of <br />screening of billboards at civic stadium until they were installed. The Council viewed <br />them on tour before the meeting. <br /> <br />Mrs. Hayward moved seconded by Mr. Mohr that the Council not require, the billboards to be <br />screened. <br /> <br />Mrs. Beal asked if the Council should not wait for a Planning Commission recommendation. <br />Mayor Anderson did not believe this was necessary in this particular case. <br /> <br />I <br /> <br />Mrs. Hayward wished it understood that she did not approve of granting variances on signs <br />after they have been installed and the Council has looked at them, but this is a separate <br />case, and there is some question whether these could be classified as billboards, <br />since they face inward. . <br /> <br />Mrs. Beal said people living in the neighborhood might have very strong opinions about <br />this matter, and Mrs. Beal would prefer to postpone until they could be heard. Mrs. Hayward <br />reminded Mrs. Beal that formal action would not be taken until the regular meeting on Monday. <br /> <br />e <br /> <br />- . <br />A vote was taken on:the motion. Motion carried. Mrs. Beal abstained from voting. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 5 of the Committee report. <br /> <br />Mr. Charles Duncan, 2154 McMillan, objected to the billboards at civic stadium, and outlined obj~ctions <br />of the neighborhood to these signs. They also found ,lighting of the signs objectionaBle. <br /> <br />Mr. Richard Gale, 2232 McMillan, shared Mr. Duncan's concern regarding the stadium and asked the <br />Council to drive around their neighborhood during a game to see the parking situation, and view <br />the billboards from the hill. <br /> <br />I <br /> <br />After some Council discussion, Mrs. Hayward said she understood the billboards were to come down <br />at the end of the season. The City Manager said this was the agreement by the baseball 'Club. Mrs, <br />Hayward suggested formation of an ad hoc committee, including'members of the school board, as wefl <br />as representatives of the city and owners of the baseball club, to try to work out some of the pro- <br />blems. <br /> <br />Mrs. Walter Banks, 2231 McMillan, said these billnoards were visible from any room in her house, <br />and she was most unhappy about it. <br /> <br />Mrs. Hayward moved seconded by Mrs. Beal to table the motion on the floor. Motion carried with Mrs. <br />Hayward, Mrs. Beal, Mr. Wingard, and Mr. Teague in favor. . Mr. Mohr, Mr. McDonald and Mi.
