<br />Mrs. Beal commented that the bill concerning air pollution will be heard at 8:00 a.m.
<br />Thursday, May 15, 1969, and she asked Eouncil members to be present at that time.

<br />9. Reports, State Legislation - Mayor Anderson reported on the boundary bill, H.B. 1227, that
<br />it would be released, and would go back to the House for revisions made in the Senate.
<br />The general feeling was that it stood a good chance of passage.
<br />
<br />Councilman Mohr reported on H.B. 1880 that actually, a new bill had been written, since
<br />the impact of local government had been so great. The whole concept of state control of
<br />local police has been dropped from the bill.
<br />
<br />Mrs. Hayward moved seconded by Dr. Purdy to receive and file Items 8 and 9 of the Committee report.

<br />1. Items from Mayor and Council
<br />a. Report on Explosions of May 19 - In answer to a request from Mrs. Hayward, the City
<br />Manager outlined the recent bombing incidents which had occurred in the City, and
<br />steps taken by the City Police Department, State Police, Sheriff's Dep.artment and
<br />FBI' to obtain 'information concerning the incidents. He eX,plained measures taken to
<br />protect city installations and that the various utility companies had been contacted,
<br />so that they could also take precautionary measures. The City is continuing to have
<br />the help of outside agencies in interviewing persons and seeking information.
<br />
<br />Mts.Hayward said she was sure the people of 'the City would appreciate ~he fact that
<br />the City is being vigilant, so that there will be np further damage, and that the
<br />Community realizes that this kind of violence is' not condoned.
<br />
<br />There was Council discussion about possible reasons for the bombings. Mr. Mohr said
<br />he wished to go on .record saying this Ci:!Zy government was not going to have terror
<br />stalking the street-s of the' City, and would use every effort to staT;Ilp out'illegal
<br />acts of violence. They..would not be 'intimidated" as a government.

<br />Mrs. Hayward moved seconded ~y Mr. McDonald to receive and place on file Item la of the Committee
<br />report. Motion carried.

<br />b. Chiniu Sister City Committee - Mrs. Catherine Lauris, Chairman of the Chinju Sister
<br />City Committee, introduced Miss Liz Margoliash and Mr. Gary Bond, new members interested
<br />in establishing personal contact with Chinju, and 'said that Miss Margoliash would like
<br />to visit Chinju this summer. The Committee has arranged a press cOnference to let the
<br />community know about its activities, and the attempt to raise enough money to cover
<br />expenses. Mrs. Lauris asked the Council to paSS2a resolution ~upporting the committee
<br />and endorsing Miss Margoliash.as ambassador to Chinju! Mrs. Beal requested the Sister
<br />City Committee to draft such a resolution and submit it to the Council.

<br />Mrs. Hayward read a resolution appointing Miss Liz'Margoliash ambassador to "Chinju, Korea, Eugene's
<br />Sister City.
<br />
<br />Mrs. Hayward moved seconded by Mr. McDonald to adopt the resolution. MOtion carried. '
<br />
<br />Mayor Anderson said it gave him great pieasure to see the Sister City Committee become active, with
<br />the appointment ,of former Councilwoman Catherine-Lauris as chairman of the committee. He hoped to
<br />see a solid relationship. with the sister cityre-established~
<br />
<br />2. Abatement, Sahlstrom - Manager said it might be well, since the Council has not had an
<br />opportunity to study documents circulated by the City Attorney, that the Council hear
<br />comments of those interested in abatement of this property, but make no formal decision
<br />until ,its regular meeting.

<br />Councilman Mohr said he would not feel competent to make a decision on this matter until
<br />he had a complete written record on the matter.

<br />In answer to Dr. Purdy's question, the City Attorn~y.explained, that there is an injunction
<br />preventing the City, at this .time, from abating the property. He recommended that the
<br />Council listen to those present,' and make a decision at the Regulat Council meeting.

<br />Mr. Donald Jordan said he had talked to the Superintendent of Building to see what co~ld
<br />be done to the house in question to bring it up to standar.d, and asked if. it could be
<br />occupied. He was told to submit a letter to the Building Department, after which Mr.
<br />Mortierre-ins.pected the property,' and explained necessary steps to b.ring it up to code.
<br />Mr. Jordan does not wish to buy the property until this has been approved. In answer
<br />to a question' from the Manager, Mr. Jordan said he could complete repair of the property
<br />in about thirty days. He w01ild not object to a time limit imposed by the Council.
