Motion carried with Dr. Purdy opposed. <br /> Mrs. Hayward moved seconded by Mr. Gribskov that the Council appropriate $54,000 from the <br /> transient room tax fund for the Lane County Auditorium Association. Motion carried. <br /> Discussion ensued of whether the Council should allocate money before formation of a <br /> corrnnittee. Since time is short, and there is unanimous support of this allocation, Council <br /> felt it should be formalized now. <br /> e Mrs. 'Hayward moved seconded ,by, !1r.~,~. )1cDona1d that Item 2 of the Committee report be appr,?ved. Dr. Purdy voted no. <br /> Mrs. Hayward move9 seconded by Mr. McDonald to appropriate $54,000 from the Transient Room Tax Fund <br /> for the, Lane County Auditorium Association. <br /> Mr. Lee Bishop of Lane County Auditorium Association requested passage of the proposed measure so <br /> I that planning for the auditorium can be undertaken in the immediate future. <br /> Mr. David Finch was concerned about this tax money, and did not think such a large percentage should <br /> II be allocated at this time for the auditorium. He felt the committee should have the entire amount to <br /> a 110ca te. Councilwoman Hayward explained that final decisions about these fu~ds will be made by the <br /> Council. The Corrnnittee will make only recommendations. Since there is unanimous agreement that the <br /> Auditorium Association should have these funds, the Council thinks it is reasonable to allocate it <br /> at this time. <br /> j There was Council discussion about the meaning of the word cultural, and it was felt the intent of <br /> I 'the Council when submitting the baf10t was that this money was to go for a new auditorium, and the <br /> I advancement of tourism. Mr. McDonald wanted it made clear that this money would only be allocated <br /> as it was received from the 3% tax, and would not be advanced from other funds. "Rollcall vote. J: Ware, Half-Way House Corrnnittee Chairman requesting help for <br /> establishment of another half-way house for mentally disturbed adults. <br /> At this point Councilman Mohr entered and took his chair. <br /> A resolution was read from the Eugene Chamber of Corrnnerce proposing appointment by the Mayor of a <br /> I Transient Room Tax Committee to consist of five memQer~" including a member of Lane County Auditor- <br /> I' ium Association, Eugene Area Chamber of Commerce, a motel operator and two members at large. <br /> I Mrs. Mary~Briscoe~ Vice President of League of Women Voters~ reaffirmed the League's written pro- <br /> 1 posa1 for6a11ocation,~f funds to Child Care Inc, and the youth,of the community who might be disad- <br /> I vantaged. ' " <br /> Mrs. Richard Miller, Vice Chairman of Child Care, Inc. endorsed the suggestion of the League of <br /> e Women Voters, and expiatned the program and needs of the child care center Her request was for <br /> $5,000 a yeac <br /> Mrs. Ruth Straton suggested consideration be given to an outdoor educational program and that it be <br /> placed in a low inc0me neighborhood. <br /> Bill Theiss, YMCA, out'l'ined experimental program they are engaged in, and said it follows lines <br /> I supported by the League 'of Women Voters. <br /> Charlotte Ruiz of the Drug Study Committee of the Corrnnunity Mental Health Center requested that <br /> ! money be allocated for activities for young people. <br /> I Mr. Jay West, 1975 Tigertai1 Road, Youth Coordinator for Covenant Presbyterian Church, Mr. Willie <br /> I Mims, Lane Human Resourees and ~. Pete Whitney, 1744 Ferry spoke in favor-of the proposal of the <br /> I League of Women Voters. <br /> I I Mr. W. W. Wooten spoke for Lane County Free School, and requested allocation of funds to assist <br /> their organization. <br /> Mayor Anderson said the corrnnittee will consider proposals; and tgat many projects Gannot be done by <br /> government a10n~, but that government cannot shirk its responsibilities.
