Planning Commission Report <br /> Willakenzie Interim Land Use Plan, Amendment - Planning Commission recommended approval <br /> of a modification to the Willakenzie Interim Land Use plan to allow low-density multiple <br /> I family housing along four lane or proposed four lane arterials to buffer said arterial from <br /> low-density single family areas. A bonus density of 10% would be allowed if the development <br /> is under Planned Unit Development regulations and procedures. <br /> I Mrs. Hayward moved seconded by Mr. McDonald that the Council approve the recommendation of the <br /> I <br /> e Planning Commission in relation to modification of the Willakenzie Interim Land Use Plan. <br /> Councilman Purdy asked if this would.include Cal Young Road in its entirety. It was indicated <br /> in the E-SATS study that Cal Young would eventually be four lane, so this type development <br /> would be included. <br /> Vote taken on motion. Motion carried. <br /> I I <br /> 2. Application for Federal Assistance, Alfred's Plat - A summary of the application for a <br /> neighborhood development in "Alfred's Plat" was distributed to Council members previously. <br /> If the application is approved, the Eugene Renewal Agency would be permitted to redevelop <br /> by purchase of substandard buildings and their removal and the resale of lots; relocation <br /> of some residents to standard structures in another area;uand rehabilitation of some struc- <br /> tures, with the hope that eventually this area could be brought to more desirable standards <br /> for residential purposes. The staff has been assisted in preparing this proposal by <br /> Mitchell and McArthur, Landscape Architects. Mr. Hoole,- Planner, and Mr. O'Kane of the <br /> Architects firm, went to the HUD office and were told it would be to the City's advantage <br /> to get the application in as soon as possible. <br /> There was some discussion concerning sewer credits, and how long they would remain in <br /> force. Staff recommended submission of application be approved, as credits would be good <br /> for three years after approval. <br /> Mrs. Hayward moved seconded by Mr. McDonald that the City apply for federal assistan~e <br /> for a neighborhood development program in the Alfred Plat area of the city of Eugene. <br /> Motion carried. <br /> I 3. Traffic Items <br /> j a. East Park Closure - It has been requested that East Park Avenue be closed beginning <br /> at noon July 7th through 10:00 p.m. July 8th, the weekend of the Emerald Empire Round <br /> , Up. Staff recommends approval of this request. <br /> I b. Loading Zone, 8th and Willamette - This is a request to eliminate a taxi zone and <br /> install in its place a 24 minute loading zone. <br /> c. Crest Drive, Wi11amette to west City limit - The E-SATS master plan requires that <br /> Crest Drive be a through street from Wi11amette to the west city limit. <br /> I d. Substitute "stop" for "y~eld" sign at 43rd and Donald. Yield signs do not provide <br /> - enough protection at the intersection. <br /> e. 40' curb cut at 2022 Jefferson - property a1readyl:deve10ped has a wider~driveway. Staff <br /> recommends approval. <br /> f. Restriction of parking south side of 7th from Chambers - This request now has State <br /> Highway Department conc~rrence. <br /> g. TOPICS Program - Map of Type II System - This is a new program under federal planning <br /> I illor highways being administered by State Highway Department to assist urban areas with <br /> I improvement of capacity of existing streets. Funds will be available in the amount of <br /> $220,000 for an investment of $40,000 by the City. One of the requirements for <br /> eligibility is establishment of Type II Urban Arterial System, which requires approval <br /> of State Highway Department. Traffic Engineer showed a map of proposed arterials, and <br /> explained to Council the requirements for approval.
