<br /> Regular meeting of the Common Council of the city of Eugene Oregon - called to order by His Honor
<br /> Lester E. Anderson at 7:30 p.m. on September 8, 1969 in the Council Chambers, with the following 11
<br /> councilmen present: Mrs. Hayward, Messrs. Purdy, McDonald, Wingard and Gribskov.

<br /> Committee meeting held September 3, 1969. /
<br /> "Present: Mayor Anderson; Councilmen Hayward, Purdy, Wingard, Teague, Beal and Gribskov;
<br /> City Manager and staff; and others.
<br /> e 1. Appointments - Mayor Anderson recommended that the Council appoint the following to an
<br /> Advisory Committee on Aging, to assist in decision-making and administration programs
<br /> for older citizens:
<br /> Elsie Bloomer, 161 West 21st; Ruth N. Snyder, 610 High Street; Marty Stauffer, !

<br /> mended that Councilman Teague and LeRoy Owens serve as advisors to the gr~up.

<br /> Mrs. Hayward moved seconded by Mr. Gribskov that the Council approve the appointments I
<br /> recommended by the Mayor, to the Committee on Aging. Motion carried.
<br /> Mrs. Hayward moved seconded by Mr. McDonald that Item 1 of the Committee report be approved. Motion
<br /> carried.
<br /> 2. Field Burn~ing - Mayor Anderson reported'on a recent meeting wi th seed growers from the
<br /> Junction City area, which resulted from concern on the part of seed growers concerning
<br /> misunderstandings which seemed,to be developing. Common problems and objectives were
<br /> discussed, with a better understanding resulting, and ~ hope for eventual formal contact
<br /> with the seed growing industry, which may result in a joint effort to reach agreement.
<br /> This meeting in no way changed the Mayor's position of seeking complete elimination of
<br /> field burning, and the Council nay be sure its objectives will be observed.
<br /> Mrs. Hayward moved seconded by Mr. McDonald to receive and file Item 2 of the Committee report.
<br /> Motion carried.
<br /> 3. Council Representative, Lane County Air Pollution Authority - Councilwoman Hayward
<br /> I reminded the Council that State law now entitles the city of Eugene to another repre-
<br /> sentative on this Board, and nominated Councilwoman Beal to be its second representa-
<br /> tive on the Lane Air Pollution Authority Board. There were no other nominations, and
<br /> Mrs. Hayward moved seconded by Mr. Gribskov that the Council cast a unanimous ballot
<br /> for Mrs.. Beal. Motion carried unanimously.
<br /> Nrs. Hayward moved seconded by Mr. McDonald to approve Item 3 of the Committee report. Motion carried.
<br /> 4. Parking, University Area - Councilwoman Beal again commented on difficulty with parking
<br /> e in the University area during school time, and suggested that persons owning property
<br /> I could reserve parking space in front of that property, upon p~yment of a fee to the
<br /> City. Apartment owners could. also rent space in this'manner, to allow more parking for
<br /> tenants. When asked.to look into this, the City Attorney said he has previous studies.
<br /> 1 on the subject, and that many cities have paid on-street parking programs. Dr. Purdy

<br /> I asked the Attorney to investigate feasibility of this program in the downtown area.
<br /> I
<br /> I Councilman Purdy indicated that installation of stop and yield signs in the area between
<br /> I 12 th and 18th, High and Patterson, have proved very effect~ve, and feels this is a
<br /> I step toward improved traffic conditions.

<br /> Mrs. Hayward moved seconded by Mr. McDonald to receive and place on'iile Item 4 of the Committee .
<br /> report. Motion carried.
<br /> 5. Room Tax Allocation - The Committee appointed to suggest to the Council allocat~on of
<br /> I receipts from the room tax, met and' have presented a recommendation to the Council.
<br /> Mr. Rube Ross explained that the committee voted to recommend appropriation of $1,000 "-
<br /> to the Eugene Area Chamber of Commerce for promotion of tourism i~ the City beginning I
<br /> October.l, 1969. The Committee set September 30, 1969 at 7:00 p.m. for a hearing on I
<br /> other proposals. Several of the proposals were related, and it is hoped proposals for II
<br /> a youth activity and cultural program or center will be combined into one comprehensive
<br /> reques.t. Receipts for July room tax were $8,387.29, which was below the estimate of
<br /> $9,000. Operators attribute the 'drop to a number of factors, including lack of conven- Ii
<br /> Ii tions ~nd tourism promotion. I
