The Manager explained that this is an initiating ordinance, to proceed with plans and specifications. There will be a public hearing at the tline the bids are opened. Council Bill No. 8987 - Levying assessments for paving alley between Portland Street and Willamette Street from 26th Avenue to 27th Avenue was submitted and read in full. Mrs. Hayward moved seconded by Mr. McDonald that the bill be held over to the October f3, 1969 Council meeting to allow proper notice of assessment to be given owners of affected properties. Motion carried unanimously.
