The <br /> Personnel Director explained his concern with the impact of the City image on the Community, and <br /> said he personally objected to any more holidays. <br /> Councilwoman Hayward felt the request concerning a floating holiday was reasonable. She moved <br /> seconded by Mr. McDonald to approve that request. f <br /> The Personnel Director explained that most personnel, after having taken the floating holiday,earlier~ <br /> I will want a day during the Christmas season. He also explained that previously this had been an <br /> I unscheduled holiday, and if personnel ~ere unable to take advantage of it, they were not reimbursed, <br /> I since it was unofficial. <br /> Dr. Purdy felt the Hayward motion crea~~~.a real problem, and felt that the administration had <br /> I <br /> come up with a good suggestion for time off during the holiday season. Mayor Anderson agreed that e <br /> this was a convenient time for a holiday. <br /> Vote taken on motion as stated. Hayward, Wingard aye; Purdy McDonald Gribskov no. Motion defeated. <br /> I Holiday Pay - The .recorrnnendation of staff is for compensation for all hours worked on a holiday <br /> I at straight time, in addition to regular salary. Employe group has requested time and one half <br /> in addition to regular pay. Firemen request deletion of requirement that employe .must have worked I <br /> at least fifteen days prior to holiday to take advantage of holiday, and recorrnnended that temporary <br /> employes be eligible for holiday pay, regardless of status. <br /> I A short break was taken. <br /> I <br /> I <br /> I Mayor Anderson suggested that a limit be set on discussion of this item, and that it be mntinued <br /> f at the Committee meeting, after regularly scheduled agenda. <br /> I <br /> I Mrs. Hayward moved seconded by Mr..McDonald to accept the recorrnnendation of the City Manager in <br /> I the matter of holidays proclaimed by the President or Governor. Motion carried. <br /> II Mr. Post explained with regard to recognizing Saturday holidays, that what the employe group is <br /> II asking is the same number of holidays each year. If a holiday falls on Saturday, part of personnel <br /> il could take Friday, and the other part take Monday, at the discretion of the Supervisor. <br /> The City Attorney said that when the State declares a holiday, it applies to the city of Eugene. <br /> I <br /> I The Manager disagreed, saying the City had already done away with Washington and Lincoln's birthdays. <br /> I <br /> Mrs. Hayward said she was not yet ready to make a decision with rega}d to Saturday holidays. Mayor <br /> said this may be considered later. I <br /> I <br /> With regard to overtime pay for worked holidays, Mr. Flynn requested that the Fire Department <br /> receive compensation on the basis of a 40 hour week rather than 56. Manager asked if any estimate <br /> had been made as to increased cost if employes were paid for holidays worked on basis of .time and I <br /> one half. Mayor felt the Council should consider the budgetary aspect, and, asked Mr. Mills to <br /> II include some data on this. <br /> I' Mrs. Hayward moved seconded by Mr. McDonald to accept recorrnnendation of the City Manager with <br /> .regard to part time and temporary employes for holiday pay. Motion carried. <br /> 'I Mr. Flynn requested the Council to consider the matter of 15 calendar days with regard to holidays <br /> paid. Milk produ2ers Permit Fees - Recommendation has been made to increase city license fees <br /> II to be more in line with new State feeB. In answer to Dr. Purdy's question whether this <br /> II would not still be lower than the State fee, the Manager said the billing would be <br /> fairly comparable at the maximum'/level, but would give a break to small producers. <br /> Mrs. Beal moved seconded by Dr. Purdy to accept the recorrnnendation of the City Manager <br /> to adjust city fees for milk producers permits. Motion carried. <br /> I Mrs. Hayward moved seconded by Mr. McDonald to approve Item 10 of the Corrnnittee repott. Rollca!'l <br /> vote. All councilmen present voting aye, motion carried. <br /> I 11. Eugene Salvage Company - A number on inquiries have been received concerning the <br /> appearance of this operation, and the staff has been requested to determine whether I <br /> . any action can be t?ken with regard to improving the appearance. A review of the <br /> minutes of the Council and Planning Corrnnission.meetings at the time the facility <br /> was established indicate that the location was discussed, in view of the fact people -- <br /> , <br /> from the area objected, but the property was properly zoned, and the City had no legal <br /> basis for refusing a license for the operation. At' that time, there was discussion of <br /> screening, and Mr. Siegel expressed a willingness to plant screening trees. Poplars were <br /> planted, but have now been topped, and fail to provide proper screening. Mr. Siegel <br /> has been .contacted and has installed a new fence, which is attractive, but not high e <br /> enough for effective screening.
