He felt if the results were reported, it II would be found control of dogs had been improved by passage. of the ordinance. II Mrs. Hayward explained that the Cpuncil is trying to work out a means of control, and that th is amend- II ment may not be satisfactory, but it is worth a try. If it is found not effective, then another amendment could be proposed. Mrs. Hayward requested that records be kept for three months, and reporter e to the Council so that they could judge the effect of the amendments. Mr. McDonald felt if the impound fee were kept at $20.00 people might voluntarily keep their dogs under' I control. I' " Councilman Mohr said he was the only Council member to participate in the dog-in last spring, and he Ir felt that the climate of opinion had changed in the City concerning control -pf dogs. 'The amoun t of the fine is not important, but enforcement of the ordinance will encourage better control. II " Ii Mrs. Hayward said. she shared Mr. McDonald's concern, but felt lowering the impound fee would make it Ii consistent with bail, and the amount of the fine. Councilwoman Bea1 felt this decrease might ease j the burden on the court by lessening court appearances. I I Mayor Anderson assured Mr. McDonald that the ordinance co~ld be amend~d if it was found these amend- I I ments did not work. l' I I' d ., On the Rollcall vote for final approval, Mr. McDonald voted no. I Mrs. Hayward asked that the record show that the Council had officially requested a report on the I I results of the change of dog control, with amendment of the ordinance.
