He felt if the results were reported, it <br />II would be found control of dogs had been improved by passage. of the ordinance. <br />II <br /> Mrs. Hayward explained that the Cpuncil is trying to work out a means of control, and that th is amend- <br />II ment may not be satisfactory, but it is worth a try. If it is found not effective, then another <br /> amendment could be proposed. Mrs. Hayward requested that records be kept for three months, and reporter e <br /> to the Council so that they could judge the effect of the amendments. <br /> Mr. McDonald felt if the impound fee were kept at $20.00 people might voluntarily keep their dogs under' <br /> I control. <br />I' <br />" Councilman Mohr said he was the only Council member to participate in the dog-in last spring, and he <br />Ir felt that the climate of opinion had changed in the City concerning control -pf dogs. 'The amoun t of <br /> the fine is not important, but enforcement of the ordinance will encourage better control. <br />II <br />" <br />Ii Mrs. Hayward said. she shared Mr. McDonald's concern, but felt lowering the impound fee would make it <br />Ii consistent with bail, and the amount of the fine.
