<br />I The Manager announced the League of Oregon Cities has a block of hotel rooms set .aside
<br /> for delegates from Oregon cities, and the office will be rontacting the Council for
<br /> reservations.
<br />I Mrs. Hayward moved seconded by Mr. McDonald to'receive and file Items 4, 5, 6, and 7 of the
<br /> Committee report. Motion carried.
<br /> 8. County-owned Land, State Street Area - The City is constructing sewers in State Street
<br /> area where the County has several lots obtained through foreclosure. Rather than pay
<br /> assessments, the County has offered them to the City. The Manager suggested they ro uld be
<br /> used' for- park purposes, traded for more desirable property, or sold and the money
<br /> applied toward more desirable park property,y Park funds would have to be budgeted for
<br /> sewer assessments in the area. Neighborhood needs park improvement and other city
<br /> services and is interested in improving itself. The City has applied for a neighborhood
<br /> development program for the area. The Staff recommends acceptance of lots for devel-
<br /> opment of the neighborhood.
<br />e Mrs. Hayward moved seconded by Mr. Gribskov to accept the lots as indicated from Lane
<br /> County. Motion carried.
<br />I Mrs. Hayward moved seconded by Mr. McDonald to approve Item 8 of the Comm~ttee report. Motion carried.
<br /> 9. Trash Accumulation - A letter was distributed which was typical of those received by the
<br />I City protesting the ban on burning and requesting aid to remove accumulating trash. The
<br /> Council toured the City before the meeting and viewed examples of kinds of problems
<br /> arising. The Manager read a report from the Fire Marshall regarding fees for collection
<br /> by various garbage agencies. The City cost for leaf ,collection last year was about
<br /> $12,000. Leaves are collected only on improved streets with gutters. To attempt
<br /> collection on unimproved streets would cost another $9,000.
<br /> Wendy Ray said a number of persons have ~een accustomed to regularly disposing of
<br /> clippings from shrubs and trees through burning. Other rubbish is sometimes included
<br /> in these fires. Mr. Ray felt citizens couilid make private arrangements to dispose of
<br /> this matter. If picked up with regular garbage, the cost is relatively small. The
<br /> garbage collectors would be willing to cooperate in a spe~ial clean-up, outside regular
<br /> collection, which might not cost as much as special pick-ups.
<br /> Pub lis Works Director said he is not satisfied the City has an effective leaf collection
<br /> program, since only about 60% of the town is covered. To be effective, the City must
<br /> have a garbage collection program also, but the City hasn't this type equipment~ Leaves
<br /> and sludge from sewage disposal are used in composting city parks,. If the City picked
<br /> up other than leaves, it would need a more effective program than it has now.
<br /> Mrs. Hayward wondered if some commercial use could be made of this'material, and whether
<br /> a charge could be made to the owner for pick-up. Mr. Ray said one fuel company has a
<br /> hogger, but can use only specified type material and size.
<br />I Mrs. Ralph Edmiston, 2060 East 17th, suggested theCLty be divided into sections, and
<br /> fall burning permitted.
<br /> Mr. Wendell Wicks, Fire Marshall, said his department has a big problem with land clearing
<br /> operations, especially on new construction.~ There is not access to remove land clearing
<br /> debris. Mr. Wicks commented that elderly people have areal problem, since 'they have no
<br /> money to have debris hauled away.
<br /> I Mrs. Beal said this problem has been solved in many cities, and it is not solved by
<br />e I burning. Dr., Purdy said people have a big problem with leaves, especially 0):1 .streets
<br /> I without curbing. He felt the problem was aggravated by big lots with no alley access.

<br /> Councilman Mohr stated he did not intend to change his ~iews on burning in the C~ty, and
<br /> he felt the economic problem was what people were really objecting to. Mr. Mohr felt
<br /> the City should have something like an operation pick-up and employ private companies,
<br /> as well as city 'equipment. Mrs. Hayward felt the City should make arrangements to
<br /> get rid of debris on a continuous basis, rather than allow an accumulation to pile up.
<br /> The Manager agreed that a semi-annual clean-up week would encourage accumulation of trash.
<br /> Mrs. Bea1 asked the Parks Director the possibility of having.a large area se'taside
<br /> where solid .waste ,could be deposited for composting. ' The Director said parks .takes
<br /> leaves up to a certain point for mulch, but equipment is involved to do this and there
<br /> would be too much to handle. Mr. Grjb~~ov noted there was definitely an immediate
<br /> problem. There are older persons who cannot get clippings into the front ,yard and have
<br />I no access to the rear. Councilman Teague suggested that the City haul branches to the
<br /> I fuel company to be ,made into sawdust to a1levia te .the present h~rdship. He ,asked for
<br /> a report of the cost of such a p1an~,
<br /> Mayor Anderson said the City has both a long and sort range problem, and has three
<br /> choices to solve the short. range problem: :,1) .Rescind pr,ev.ious action completely; .2) Modify
<br /> action to allow some burning:; 3) ,Keep the ord inance in effec t.
<br /> 'I To keep the ordinance in effect, it will be necessary to find a means of disposing of I
<br />e trash. The Mayor suggested staff be. requested to investigate ,equipment. available and, II
<br /> costs of disposal and report to the Council. I
