Manager read a brief <br /> report from the Police Department and Acting Chief Smith, which outlined the number of calls <br /> received from this tavern, nature of incidents, lack of cooperation and poor attitude on <br /> the part of the owners. <br /> Mr. Nixon felt there was a great deal of generalization in these charges, and asked for more <br /> explicit explanation. He explained that he no longer calls the Police Department but makes <br /> citizens arrests and presses charges against violators. <br /> Acting Chief Smith said a disproportionate number of complaints have been made against this <br /> tavern, including gambling on the premises, mmnors on the premises, and most recently, <br /> complaints from patrons regarding video shows described as pornographic. Mr. Nixon denied <br /> that his shows were pornographic. <br /> After further discussion about previous activities of this tavern, City Attorney requested <br /> time to check out charges made by Mr. Nixon. Councilwoman Hayward requeste,d Police <br /> Department to furnish information regarding complaints received regarding other taverns in <br /> City. <br /> City Manager said Council endorsement indicates that Council feels the operation is acceptable <br /> in the city of Eugene. <br /> I Mrs. Beal moved seconded by Mr. Mohr to amend the motion to table section dealing with Golden <br /> I Canary TalTern. Motion failed. <br /> Mr. Mohr asked what the implication would be of a "no" vote on the motion as it now stands, and I <br /> felt this should be separated into two separate issues. <br /> Mr. McDonald seronded by Dr. Purdy changed the motion" to ~~Q,le that part of the motion having <br /> . .. - . <br /> to do with the Golden Canary Tavern. Motion then re'ad Council approve all licenses including <br /> e one for change of ownership, and table application of Golden Canary Tavern, 2000 West 11th. <br /> Vote taken on motion. All aye. Motion carried. <br /> I <br /> In reply to Mrs. Hayward, Manager said he will have the information and put it on the agenda <br /> of November 24, 1969. <br /> ORDINANCES <br /> Council Bill No. 9021 - Construct sanitary sewer on McKinley Street from Roosevelt Boulevard <br /> to south 600 feet was submitted and read in full: <br /> Mr. McDonald moved seconded by Dr. Purdy that the bill be read the second time by council bill number <br /> only with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br /> second time by council b~ll number only. <br /> Mr. McDonald moved seconded by Dr. Purdy that the rules be suspended and the bill read the third <br /> I time by council bill number onty, with unanimous consent of the Council. Motion carried unanimously <br /> and the bill was read the third time by council bill number only. <br /> Mr. McDonald moved seconded by Dr. Purdy that the bill be approved and given final passage.
