<br /> Adjourned meeting of the Common Council of the city of Eugene, Oregon - adjourned from the meeting
<br /> of November 24, 1969 - was called to order by His Honor Mayor Lester E. Anderson at 7:30 P.N. on
<br /> November 25, 1969 in the Council Chamber, with the following councilmen present: Mrs. Hayward,
<br /> Dr. Purdy, Mr. Teague, Mrs. Beal, Messrs. Gribskov, Mohr and Williams.
<br /> Continuation of Items not Taken at meeting of November 24, 1969:
<br /> Zone Change recommended (Oakpatch Road) - The Planning Commission recommended granting of this zone
<br /> change, subject to removal of the existing house and that only one driveway access be permitted, and
<br /> that it be on Oakpatch, rather than on 18th Avenue.
<br /> Mrs. Hayward moved seconded by Mr. McDonald to approve the zone change on the northeast corner of
<br /> Oakpatch Road and West 18th Avenue from RA to R-2, subject to conditions listed by the Planning e
<br /> Commission. Motion Carried.
<br /> EMPLOYE RULES AND REGULATIONS
<br /> I The Personnel Director has prepared a brief summary of policies that require Council action. Council
<br /> has been asked to consider parts of employe rules and regulations which have significant budgetary
<br /> I implications. The Policy is not conceived as a collective bargaining agreement or set of standards
<br /> I which cannot be adjusted by a department head, but as a set of standards or guidelines to promote I
<br /> I consistency in personnel administration throughout the City. The City staff has presented what is,
<br /> in their judgment, re?sonable and fair policies. Employe groups have presented what they feel is
<br /> I desirable. -'

<br /> Mrs. Hayward moved seconded by Mr. McDonald that the Council adopt the Personnel Policy statement
<br /> I as submitted by the City Manager's office.
<br /> I In answer to Councilman Mohr, Mr. Mills' said he had requested the Council to vote at committee
<br /> meetings for the purpose of providing staff with some indication of what Council'feeling was. He
<br /> I thought he had indicated to the Council that he did not want to be tied to this prior to formal,
<br /> adoption. This policy. is, in effect, the best judgment of the City Manager's office in both areas
<br /> where there was direction from the Council and where direction. could be taken from the employes
<br /> I groups.
<br /> I There was discussion between the Council and staff concerning previous Council decisions on some
<br /> I items, and whether or not they had been changed in the policy presented at this time. It was
<br /> decided to take each item on which there had been dissention, deciding what the Council proposes
<br /> I by motion.

<br /> OVERTIME:
<br /> In answer to Mrs. Beal's concern regarding overtime pay basis for firemen, Personnel Director said
<br /> j: this was a departmental working condition which might well vary. Administration will implement I
<br /> this policy and interpolate it in most appropriate manner. Shift personnel hours will be determined
<br /> I quarterly, and used as a guiGeline for scheduling next quarter. Incase of fire suppression
<br /> personnel, administration agrees time and one half after 56 hours is appropriate.
<br /> I Mr. Doug Post, representing the employe group, said,minutes of a previous meeting showed the Council
<br /> agreed to pay time and one half for a 40 hour week or pay time and one half for allover eight
<br /> hours for one day, and whenever possible, the method of payment should be at option of employe.

<br /> I After Council discussion, Dr. Purdy said it was his opinion that the Council agreed that overtime e
<br /> I should be paid for allover forty hours (56 hours for Fire Department) at time and one half,
<br /> and that method of payment, wherever possible, should be at option of employes.
<br /> I
<br /> II Dr. Purdy seconded by Mr. Mohr moved to include 56 hours in method of payment for overtime as
<br /> comparable to 40 hours, and whenever possible, method of payment shall be at option of empmbye.
<br /> I Mr. Post felt it should be stated that time and one half be paid for over eight hours worked in
<br /> II one day.
<br /> Mrs. Beal seconded by Mrs. Hayward amended the amendment that overt~me shall also be compensated
<br /> I for any time in excess of eight hours, except when shift is longer than eight hours.
<br /> The City Attorney said State law plainly says compensation shall not be less than l~ time for
<br /> ,I employment over eight hours in any one day or 40 hours in anyone week.

<br /> II Personnel Director asked if adoption of this amendment would mean camp time could not be allowed
<br /> I on basis of one to one for convenience of employe.

<br /> II Vote taken on amendment to amendment. Teague, ~cDonald, Beal and Hayward voted in favor; Willtams,
<br /> Mohr, Gribskov and Purdy voted against. The Mayor voted against to break the tie. Motion to
<br /> II amend main motion to include cover firemen at rate of time and, one half for hours in exces of
<br /> 56 and whenever possible method of payment shall be at option of employe. Motion carried.

<br /> Main motion now compensation shall be/at l~ times hours worked over 40 hours (56 hours in case of e
<br /> firemen) and method of payment shall be at discretion of employe whenever possible.
