Mrs. Hayward moved seconded by Mr. McDonald to approve vacation of easement, as outlined above, subject to conditions listed by Planning Commission. Motion carried. Dangerous Building Abatement Recommendations l. 300 feet east of 27th Avenue and Chambers Street 2. 2350 Chambers 3. 1122 and l122~ West 2nd 4. 226, 248, 266 and 294 Jefferson Street Mrs. Hayward moved seconded by Mr. McDonald to call a public hearing with regard to the abate- ments listed above. Motion carried. e Paving Petition, Elk Avenue - 26% Petition - This is a difficult project because of topography. Staff polled owners of property which would be assessed, and found a majority against it. It is an unimproved street, which requires much maintenance because of drainage problems. It serves only the residential properties abutting it. Driveways will have to be cut or grade raised. Mrs. Hayward moved seconded by Mr. McDonald to refuse this petition. I In answer to Dr. Purdy the Manager said from a maintenance standpoint the street should be paved sometime, but it is not important to do so now. Vote taken on motion'as stated. Motion carried. Assumption of County Contract with Southern Pacific Company re: Drainage Ditch, SCS, A-3 crossing of railroad right of way. The City will assume the original County Contract to take over responsibility for a portion of I I S.C.S. drainage ditch where it crosses West B~ltline Road just north of SPRR tracks. Right of way will be needed for SCS channel. Mrs. Hayward moved seconded by.Mr. McDonald to assume the contract with Southern Pacifc Company, as outlined. In answer to Mr. McDonald the Manager said some of the work has been done on ditching and I culverts, but it will be an expense to the City. I Vote taken on motion 'as stated. Motion'carried. Bid Opening, Public Works Department, November 24, 1969 - This is for liner pipe and sanitary and storm sewers in the Mall area, ERA Contract No. 3. Plastic liner will be inserted into existing sewers so all connections will not have to be relocated and the I downtown area torn up. Wild ish Construction Company was low bllEer. Staff recommends award. Bids were as follows: Wild ish Construction Company::, $81,057.80 D & D Backhoe Service 84,313.00 Kenneth R. Bostick Const. Co. 155,357.80 Public Works Director said the City will only contribut approximately $5,654.00 on this ERA project. The City let bids and acts as engineer for ERA. e Mrs. Hayward moved seconded by Mr. McDonald to allow the City to expend approximately $5,654 for this ERA project. Rollcall vote. All councilmen present voting aye, the motion passed. Bid Opening, Parks Department, November 19, 1969 - This was for restronms to be constructed at Laurelwood Park. Staff recommended the contract be awarded to the low bidder. Bids received for the project were: McVay Construction Company $6,910.00 Lane Construction Company 6,808.59 Howard Nelson Construction Company 6,442.00 \ Parks Design Estimate 6,085.00 I Mrs. Hayward moved seconded by Mr. McDonald to award the oontract for restroom construction in Laurelwood Park to Howard Nelson Construction Company for $6,442.001 Rollcall vote.
