Mr. McKinley said <br />they had made a preliminary report on their progress, but more work was needed <br />before bringing it to the Council. <br /> <br />c. <br /> <br />Liquor Control Commission Communication - Mayor Anderson read a letter from the Oregon <br />Liquor Control Commission explaining their action in the Golden Canary tavern <br />license hearing. He also read his reply; stating that it was his recommendation <br />that the Council take action to seek guidelines from the Commission, and if these <br />were not made available, that such reviewing procedure by local governments be more <br />clearly defined in the Act itself, through action by the Legislature. He stated <br />that the license application reviewing process should be public, whether by the <br />City Council, County Government or Liquor Commission. <br /> <br />Mrs. Hayward moved seconded by Mrs. Bea1 that the Council request some guidelines <br />from the Oregon Liquor Control Commission in making recommendations, and that the <br />Council should refuse to make recommendations unless they receive such guidelines. <br /> <br />I <br /> <br />The City Manager said he had corresponded with the Assistant Attorney General and <br />suggested that if renewals were to be made on the basis of violation of statutes, <br />there would be no point in City Council recommendation on renewals. probably <br />the city's only function would be to supply police records. Councilwoman Hayward agreed that the Council should <br />not make recommendations unless given guidelines. She felt it was the function <br />of the Liquor Commission to hold public hearings. <br /> <br />e <br /> <br />Mayor Anderson suggested that the Council direct the Manager to prepar~ something <br />for formal action by the Council to give the Commission notice of Council concern, <br />and to request guidelines and suggestions. <br /> <br />Mrs. Hayward and Mrs. Bea1 withdrew the motion. <br /> <br />d. <br /> <br />Committee on Aging - Mr. Teague said the Committee on Aging had met and discussed <br />methods of transportation for disabled or elderly.
