101 e 3/23/70 Mr. John M. Norstrom, 120 Ingalls Way, objected to the assessment and requested that it be deferred until he could sell part of his property. Public Works mmrector explained that, under terms of the ordinance pertaining to use of deferred assessments, his property would not qualify. He suggested that the property be uiliilized through use of a panhandle, and said this would have to go through the Plan- ning Commission.
