<br />Mr. Paul Mackie, 294 West 22nd, affirmed what he had said in his letter, and said property should
<br />gain more than it ~oses.

<br />Councilman Williams questioned whether there had been danger to children, and ~sked whether there
<br />had been any injuries, whether efforts had been made to show that sidewalk installation reduces the
<br />incidence of injuries, and what influence a sidewalk on one side of the street had versus sidewalks on
<br />two sides of the street.

<br />The Traffic Engineer said there are no statistics to show that sidewalks reduce accidents. It only
<br />takes one vehicle versus a pedestrian conflict to create an accident. It has been shown that side-
<br />w.alks on both sides of arterials are safer.
<br />
<br />The City Manager said in areas where hazards are involved, schools have been successful in convincing
<br />children they should use facilities which are available. In answer to Councilman Teague, Manager
<br />said the Council has the right to consider a less than 5 foot sidewalk. He s~id the Council could
<br />consider modifications, and view the areas again, particularly those from which testimony came.
<br />Mr. Teague said he would like to take another look at the property and weff:gh the testimony j.ust
<br />heard.

<br />Dr. Purdy asked for a map showing the area where people live who approve the project, widths of
<br />sidewalks already in and whether they are curb or otherwise.
<br />
<br />Mr. Williams asked for a drawing of the area showing sidewalks in question, but attempting to
<br />limit sidewalks to one side of street, and that this,one side of the street be based upon topograph-
<br />ical damage to properties in the area, so that serious retaining wall problems would not occur.

<br />The Public Works Director agreed to prepare drawings for the Council.
<br />
<br />Mr. Teague moved seconded by Dr. Purdy that the Council review the proposal in light of testimony
<br />presented, examine graphic material and make another inspection of the area.
<br />
<br />There was discussion whether to continue the hearing, and the Manager said another hearing could be
<br />called, or it could be taken up at the hearing where bids are opened.
<br />
<br />Councilman Mohr said he felt there was merit in the Frances Willard PTA proposal, and he did not
<br />feel the sense of the motion should preclude getting children to school in safety from the whole area.
<br />
<br />Vote taken on motion as stated. Motion carried.

<br />1. I.Q.L. (I quit littering) - Several students of the third grade class of Condon School
<br />explained events leading up to formation of their club, and invited members of the Council
<br />to join them in their clean-up attempt. They distributed I..Q.L. bags decorated by
<br />class members, and asked that they be filled with litter.

<br />the idea could be extended to other parts of the City. Motion carried.
