Councilman Mohr said he had been contacted <br />byaa propane gas company, and that perhaps they would install a new carburetor for <br />liquefied propane in a city-owned vehicle. <br /> <br />Mrs. Beal moved seconded by Mr. Mohr that the City immediately investigate conversion <br />of city-owned cars to propane gas to eliminate or control air pollution. <br /> <br />Dr. Purdy requested a comparison with anti-pollution devices, and their effectiveness <br />in controlling pollution. <br /> <br />Vote taken on motion. Motion carried. <br /> <br />There was further discussion about Lane Air Pollution proposed regulations. The <br />City Manager explained problems with conversions of steam plants at EWEB, and <br />University, and that possibly the deadline should be extended to 1975. Mr. Mohr <br />felt the deadline should remain 1972, and explained that an extension could be <br />requested, if it proved necessary. <br /> <br />e <br /> <br />Mr. Teague moved seconded by Mrs. Hayward to approve Item lc of the committee report. <br /> <br />I <br /> <br />Mr. Mohr said he had suggested an investigation of propane conversion units, and woiliilld be glad to <br />continue the investigation. The Manager said the purchasing agent would be happy to work with <br />Mr. Mohr as a subcommittee. <br /> <br />In answer to Mr. McDonald, the Manager said the Police 'Department had tried a propane auto about <br />ten years ago, and it had worked very well. <br /> <br />Vote taken on motion. Motion carried. <br /> <br />2. Transient citizens in Eugene - Mr. Ed Adkins expressed concern that the article in Look <br />Magazine concerning our All-America City might encourage more transients to migrate <br />., to the City, and that facilities are now overtaxed. He suggested that the city contact <br />other west coast cities to inform them that there are no opportunities in industry, <br />and that housing is a problem. <br /> <br />Dr. Purdy suggested that the Eugene Council of Churches could report mo the City Manager <br />on the number of requests received and problems being encountered. Mr. Mohr suggested <br />a directory of services list in the newspaper, so that persons coming to the city would <br />know where to apply for social services. <br /> <br />In answer to the Manager's question, Mr. Adkins said the City could contact university's <br />in coast cities for information on mumbers of transients, and inform them of lack of <br />facilities in our city. <br /> <br />I <br /> <br />j <br />I <br />J <br />I <br />I <br /> <br />Councilwoman Hayward asked Mr. Adkins to present suggestions to the Council, and said <br />they'would be taken under consideration. <br /> <br />I <br />I <br />II <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br /> <br />3. Ja~anese Vismtors - Mr. Robert Harrison introduced Mr. Yamanokuchi, Mr. ~ajima and Mr. <br />Fumoto, industrial representatives from Asahikawa, Hokkaido, Japan, who are in this <br />area on business. They presented gifts to the city of Eugene, and a~letter from the <br />Mayor of Asahikawa, wishing well to the city of Eugene. <br /> <br />Mrs. Hayward presented all three with a graphic story of Oregon. She thanked them <br />for the gifts, and said it was an honor to have them visit our city. <br /> <br />- <br /> <br />Mr. Teague moved seconded by Mrs. Hayward to receive and file Items 1 and 2 of the Committee report. <br />Motion carried. <br /> <br />4. Voters Pamphlet - The Future Power Committee has requested the city of Eugene to issue <br />a voters pamphlet for the primary election. There are three city measures on the <br />ballot, and the City could issue a statement supporting the airport transfer and the <br />County garbage levy. Estimated city cost is $3,000, and the City can charge only for <br />the cost of paper and printing. This amounts to about $250 per page. The following <br />city measures are on the ballot: <br /> <br />1. Future Power Committee initiative re: delay in nuclear plant construction <br />2. Initiative declaring cross on butte a war memorial <br />3. Initiative compelling collective bargaining with IAFF and AFSC~E. <br /> <br />I <br /> <br />I <br />ji <br />II <br />II <br />Ii <br />n <br />.... I: <br /> <br />There was discussion about the city providing speakers to give information about measures <br />on the ballot. <br /> <br />In answer to Councilman Mohr's question, the City Attorney said the City could spend <br />taxpayers money to furnish voters information, since it would be available to both <br />opponents and proponents. As far as the County measures are concerned, the City could <br />issue a statement supporting them. <br /> <br />- <br /> <br />Councilwoman Beal asked that the City Attorney contact EWEB' s attorney requesting a <br />3/23/70 - 7 <br />
