The City Manager pointed out that, at the time the bids are opened and before they are awarded, there will be another public hearing. Affected parties will have an opportunity to be heard at that time. 4. Pr9posed 1969-70 Audit Contract - Manager explained terms of contract, and said it is in line with standards set by the industry. Staff has proposed that the firm meet certain deadlines, but if the Council wishes to make changes, 'they may do so. Dr. Purdy moved seconded by Mr. Gribskov to engage Lybrand, RossRBros. & Montgomery, CPA, to prepare an audit for 1969-70, as recommended by staff. Motion carried. e Mr. McDonald moved seconded by Mr. Teague to approve Item 4 of the Committee report. Rollcall vote. All councilmen present voting aye, the motion carried. 5. Condemnation of Sewer Easements - Property owners in Crest Heights area have been contacted for necessary sewer easements. Authorization is requested to file condemna- tion procedures to obtain easements on property of Claire and Patricia Brodkorb, Mrs. A. R. Shaffner, and Orville and Ruth Justus. Staff will continue to negotiate until the matters come to court. I Dr. Purdy moved seconded by Mr. Donald to take steps to file condemnation proceedings in the above cases, and that staff continue to negotiate to obtain easements on property outlined above, prior to trial date. Motion carried. Mr. McDonald moved seconded by Mr. Teague to approve Item 5 of the Committee report. Motion carried. 6. Eugene Renewal Agency Announcements - Lane County Auditorium Association is meeting April 8, 1970,7:30 p.m. at.960 Willamette Street. Planning Review and Score Committee meet April 29, 7:30 p.m. in Council Chamber. Mr. McDonald moved seconded by Mr. Teague to receive and file Item 6 of the Committee report. Motion carried. 7. Proposed Ordinance, 10th Eastbound, Charnelton to Willamette - Ordinance to extend one-way system on 10th, eastbound only from Charnelton to willamette, will be on agenda of April 13 meeting. This is part of downtown plan, and should be in operation before the streets are closed. Mr. McDonald moved seconded by Mr. Teague to approve extension of one way street system on 19th Avenue eastbound from Charnelton to Willamette. Motion carried. 8. Segregation of Assessment - Carl M. Jensen and Clara J. Jensen (400 feet south of Royal between Bel tline and Danebo). Segregation of this assessment ,vill enable owners of property to complete sale to State Highway Department of property purchased for pro- tection of interchange between Belt Line Road and Roosevelt Freeway extension. No action taken. I Mr. McDonald moved seconded by Mr. Teague to approve segregation of assessment for Carl M. and Clara J. Jensen to allow sale of property to State Highway Department. Distribution - Copies were distributed of Police Department Policy (Use of Misdemeanant Citations); Letters from EWEB re: Population projections; letter from George Platt re: Criminal 'Code Revision Committee; letter from Fran and Jerry 'Kieffer. Mr. Mohr was pleased with the Police Department report, and hoped this would become standard policy. Mr. McDonald moved seconded by Mr. Teague to receive and file Item 9 of the Committee report. Earth Day - Mr. John Guitteau, representative from Churchill High, outlined an Earth Day litter pick-up campaign for Churchill High School. He requested that businessmen join them, and suggested that other schools participate in other ways to call atten- tion to this day.
