Mr. Moh:~, Mrs. Beal, Mrs. Hayward voted against the motion. Motion carried. Vote taken on main motion to authorize closure of 13th from Agate to Kincaid, and direct administra- tion ~o work out details. Mr. Mohr said he was going to vote against the motion, and wanted the record to show he was in favor of closing 13th to the maximum extent possible. I 'I ( Vote taken on motion as amended. Propane Fuel Conversion - Counciilifuan Mohr introduced Mr. Roy Bishop who distributed information pertaining to use of propane as a fuel for combustion engines. This will be discussed later, after Council has an opportunity to study literature. e c. Budget Request - Councilman Purdy asked that a request be included in the air pollution budget to cover cost of filmed documentary of last year's burning and this year's burning. Staff was instructed to contact committee members regarding the request. d. New Member of Staff - Mr. Mills introduced Mr. John Rutledge, who will be filling the Community Relations position. I Mr. McDonald moved seconded by Mr. Teague to receive and file items lb, lc and ld of the Committee report. Motion carried.' e. ERA Request for Vairance to Noise Pollution Ordinance - Mr. Dave Hunt explained timing problems, and that contractors would need two shifts to meet deadlines in Urban Renewal constructmon. He requested a waiver to allow work to proceed on the project one hour earlier and one hour later than allowed by present ordinance. It will take almost a year to complete the construction portion of the project. Dr. Purdy moved seconded by Mr. Gribskov to grant a waiver of noise restrictions for one hour in the morning and one in the evening to Eugene Renewal Agency. This will allow routine construction activities from S a.m. to 11 p.m. if necessary. Mr. Mortier suggested that, as a condition of granting a waiver, the Renewal Agency should put in the specifications that they maintain the authority to regulate construction operations during the extra hours granted. Mr. Hunt agreed. Dr. Purdy moved seconded by Mr. Gribskov to amend the motion to say Eugene Renewal Agency write into specifications the right to regulate noise levels during the two additional hours granted. Vote taken on amendment. Motion carried. I Vote taken on motion as amended. Motion carried. Mr. Mcdonald moved seconded by Mr. Teague to approve item le of the committee report. Motion carried. f. K-Mart Annexation - An agreement for annexation and furnishing services to K-Mart facility has been received. Staff requests authorization to sign the agreement, if the City Attorney finds it is in order. - ~~ Dr. Purdy moved seconded by MRs. Hayward to authorize theCity Manager to proceed with agreement on procedures for annexation of K-Mart facility. Motion carried. Mr. McDonald moved seconded by Mr. Teague to approve Item lf of the Committee report. Motion ca~ried. g. Assessment Lien Foreclosure - Mr. Gerald LeRoy Jones has paid in full to the City all lien assessments, interest, penalties and court costs. Since the City proceeded with foreclosure and bDought suit to quiet title, it will be necessary for the City Council to authorize execution of a deed from the City to Mr. Jones. No action taken. I Mr. McDonald moved seconded by Mr. Teague thaththe Council authorize execution of a deed from the City to Mr. Gerald LeRoy Jones. Rollcall vote. All councilmen present voting aye, the motion carrietl. 2.
