Motion carried. <br /> <br />Closure of Willamette at Broadway - Mr. Otto Poticha said he headed a temporary committee formed <br />to celebrate the closure of Willamette at Broadway, and requested citizens drive Willamette and <br />Broadway on Saturday night. <br /> <br />ORDINANCES <br /> <br />e <br /> <br />J <br />Council Bill No.. 9124 - Levying assessments for sanitary sewer within 160' of Polk Street <br />from Railroad Boulevard to 300' north of Polk Court was submitted and read in full the first time <br />on March 23, 1970, and held over to this meeting to allow proper notice of assessment to be given <br />owners of affected properties, and brought back for consideration with two written protests on file. <br /> <br />City Manager read letters of protest from Mr. M. F. Mesman and Donald J. Henderer. He explained that <br />Mr. Henderer's original sewer was a private sewer and was never assessed to the property owner. <br /> <br />I <br /> <br />Director of Public Works commented with regard to Mesman letter that no consideration is given to <br />the .use made of property, and that this is a legitimate assessment, according to the cit~ procedures. <br /> <br />Mr. Mcdonald moved seconded by Mr. Teague that the bill be read the second time by council bill number <br />only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br />second time by council bill number only. <br /> <br />Mr. M. F. Mesman, 940 Madison, explained, that he owned a small parcel which was only a driveway, and <br />at present is not used at all. He felt this property should not be assessed. Public Works Director <br />explained that assessment is made on a square foot basis to a 160' depth.
