All councilmen present voting aye, the motion carried. . Councilman Gribskov asked to be excused from the Council for the period May 9 through June 13. Dr. Purdy moved seconded by Mr. Teague to grant Mr. Gribskov a leave of absence. Motion carried. Closure of Willamette at Broadway - Mr. Otto Poticha said he headed a temporary committee formed to celebrate the closure of Willamette at Broadway, and requested citizens drive Willamette and Broadway on Saturday night. ORDINANCES e J Council Bill No.. 9124 - Levying assessments for sanitary sewer within 160' of Polk Street from Railroad Boulevard to 300' north of Polk Court was submitted and read in full the first time on March 23, 1970, and held over to this meeting to allow proper notice of assessment to be given owners of affected properties, and brought back for consideration with two written protests on file. City Manager read letters of protest from Mr. M. F. Mesman and Donald J. Henderer. He explained that Mr. Henderer's original sewer was a private sewer and was never assessed to the property owner. I Director of Public Works commented with regard to Mesman letter that no consideration is given to the .use made of property, and that this is a legitimate assessment, according to the cit~ procedures. Mr. Mcdonald moved seconded by Mr. Teague that the bill be read the second time by council bill number only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the second time by council bill number only. Mr. M. F. Mesman, 940 Madison, explained, that he owned a small parcel which was only a driveway, and at present is not used at all. He felt this property should not be assessed. Public Works Director explained that assessment is made on a square foot basis to a 160' depth. This'policy has been in effect for many years.
