Mr. Teague and his second agreed. <br /> <br />4. Street Right of Way Purchase (Fairlee) - A request has been made for authorization to <br />purchase street right of way on Norkenzie Road frbm William M. and Gailey Fairlee at <br />the appraisal price of $59.00. <br /> <br />Mr. Teague moved seconded by Dr. Purdy to authorize administration to purchase property <br />located on Norkenzie Road for $59.00. Rollcall vote. All councilmen present voting aye, <br />motion carried. <br /> <br />'Mr. Teague moved seconded by Dr. Purdy to approve assessments as outlined. Improvement Petition, Sanitary Sewer Mahalo Drive - 100% (Request for direct assessment <br />of costs to owners on petition) - <br /> <br />e <br /> <br />6. Discussion of Saturday Market Request for June 6, 1970.- A Saturday Market was held <br />early in May and was a success. ~rs. Streisinger has requested Council approval to <br />proceed with saturday markets beginnipgon June 6. ~usiness people in the area are <br />in favor of continuing, with one exception, a restaurant. It has been indicated that <br />there is concern that there must be proper control. Staff can see no reason not to <br />give permission to continue. <br /> <br />1 <br /> <br />In answer to Mr. Teague, City manager said the Council had given permission to try <br />the Market for one saturday, and review this trial. Permission granted now would be <br />for weekly saturdays, unless a problem arose. <br /> <br />Councilwoman ,Hayward asked to have included in the motion something looking to the <br />future, and planning for a permanent arrangement. <br /> <br />Mr. Teague moved seconded by Dr. Purdy to grant the request for a Saturday Market <br />until September 14, subject to: 1) Review in the fall; 2) Proper control; 3) Planning <br />for the future; 4) Direction to staff to bring problems to Council for consideration. <br />Motion carried. <br /> <br />A short break was taken. <br /> <br />, ' <br />Environmental Information Center"'"- Mr. Bob Green of the University of Oregon Survival Center, <br />explained the concept of expansion of the survival center into the community. <br /> <br />Councilman Mohr explained that Mr. Green is proposing a Eugene Department of Environmental Quality <br />which wmll concentrate on issues pertaining to Eugene. <br /> <br />1 <br /> <br />In answer to Councilman Teague, Mr. Green said he would not suggest that the City withdraw support <br />from the Regional Air Pollution Authority. There are many problems peculiar to the entire region. <br />He explained that the Eugene Authority would be concerned with nuclear power problems, as an <br />environmental issue facing the City, Water pollution, thermal pollution, and said there is a <br />tremendous traffic p~oblem. They would be concerned with planning ahead for a mass transit system. <br /> <br />Mayor Anderson said several cities in the country have adopted similar programs, some going even <br />further than this, functioning immediately under the Planning Commission and using the Planning <br />Cmmmission as a vehicle to get the ideas before the City Council. <br /> <br />Councilwoman Hayward asked if it would be useful if the Council began exploration of the plan <br />with the idea of including the necessary funds in the 1971-72 budget. <br /> <br />'e <br /> <br />Dr. Purdy felt the idea of trying to incorporate a program between the city and the university <br />was a good one. <br /> <br />In answer to Mr. Green the Mayor said there were other things the Council wnated to explore, and, <br />that it would be a good idea to have a later discussion.
