It has been proposed <br /> that the city staff work under contract with the Eugene Renewal Agency. <br /> The Planning Director explained that besides relocation and housing assistance, <br /> assis,;hance is needed with economic and social problems. $7,000 has been budgeted <br /> for the project. <br /> I <br /> i Mr. McDonald moved seconded by Dr. Purdy to authorize the staff to enter into contract with the <br /> II <br /> II Eugene Renewal Agency regarding a socio-economic survey in the Danebo Neighborhood Development <br /> I Proj ect, for the amount of $7,000. Transfer of EWEB property to Lane County - Property was purchased jointly by EWEB <br /> I, and the County for highway and transmission line. Planning Commission Report of June 2 - The Planning Commission has recommended acchange <br /> I of the sign code district boundaries to include both sides of 11th Avenue between Mill I <br /> II Street and theaalley east of Ferry Street in the Outlying Commercial District. This <br /> II will permit signing in primarily commercial areas. <br /> II A hearing will be called for Monday, June 22, 1970 at 7:30 p.m. in the Council Chambers. <br /> l' <br /> d The City Manager read the description of the area the Commission has proposed to change, because <br />[' <br /> uses of property are commercial, and as property changed hands could not put up signs because this is <br /> designated as a residential area in the sign code. The Planning Commission 'proposes to change this <br /> , <br /> I area to an outlying commercial district, which will permit signing. <br />!I <br /> Mr. Teague moved sec9nded by Dr. Purdy to approve the recommendation of the Planning Commission <br />II regarding the change of the sign code district boundaries. Motion carried. <br />II 7. Segregation of Assessment - Kenneth D. Gilbert, 1189 Fairfield Street - Total Assessment <br />I, $15,559.45 Amount to be segregated from Tax Lot 1900, $4005.96. <br />I, Dr. Purdy moved seconded by Mr. McDonald to approve the segregation of assessment for <br />II K.D. Gilbert at 1189 Fairfield Street. Motion carried. <br />II Mr. Teague moved seconded by Dr. Purdy to approve Item 7 of the Committee report. Authorization is required to exercise option. I <br />II <br />il <br />II Dr. Purdy moved seconded by Mr. McDonald to authorize the purchase of the right of way <br />II from Russell E. City Symbol - In past years many city symbols have been proposed, and agreement has -- <br /> never been reached. The Parks Department has proposed a symbol which would be easily .. ,I <br />II readable. <br />I' <br />II <br />'I The Council consensus was that the design was pleasing, and that it should be up to the <br />II City Manager and his staff to decide suitable symbols, and their use. <br />" 10. Transfer of County Roads to City Jurisdiction - By resolution the City will assume <br />i, <br />Ii jurisdiction of county roads now in the City by virtue of annexation. The maj ority <br />II are roads included in the Crest Heights Annexation. One is in the Norkenzie area <br /> which was never assumed by the City. <br />Ii No action taken. <br />I 11. Requirement of Apartment House Developers to Assume Costs of Alley Pavement - From <br /> a City Attorney opinion it would appear that a charter amendment would be necessary <br />I to require apartment house developers to assume the entire cost of an alleys shared I <br />~ I <br />'I by residential lots. Mayor Anderson recommended that no action be taken which would <br />II involve a charter revision for this issue. <br /> , <br />Ii The question was raised whether a new rule could be adopted which would require a <br />.I different percentage of property owners to petition.
