<br /> H. C. McDonald in the absence of His Honor Mayor Lester E. Anderson, at 7:30 p.m. on July 13, 1970 ,
<br /> !I in the Council Chamber, with the following Councilmen present: Dr. Purdy; Mrs; Hayward and Mrs. Beal,
<br /> Messrs. Teague, Gribskov, Mohr and Williams.

<br /> 'I a. Proclamation, Hello Dolly Day - Barbara Mitchell, accompanied by members of the cast
<br /> of IJHello Dolly," presented the Mayor and Councilmen with buttons advertising
<br /> ,I the Lane County Auditorium production, and invited those present to attend a
<br /> performance.
<br /> II Mayor Anderson read his Proclamation officially declaring this day "Hello Dolly 1
<br /> I Day," and expressed appreciation to the cast and participants of the production
<br /> I
<br /> I for the work done to bring the auditorium center closer to realization.
<br /> II
<br /> II Mr. Teague moved seconded by Dr. Pu~dy to receive and file Item la of the Committee report. Motion
<br /> Ii carried.
<br /> II b. Post Office',. Mall Area - Eugene Renewal Agency has proposed construction of a branch
<br /> II walk-up post office in the Mall area, which will be turned over to the City for lease
<br /> II to the Post Office for $1.00 per year.
<br /> I
<br /> II Dave Hunt, Director of Eugene Renewal Agency, explained plans for a branch post .~
<br /> !I office, and displayed a drawing of a proposed unit. He said Gale Roberts Const-
<br /> ruction Company would construct the facility at no cost to the Renewal Agency,
<br /> I' and the facility would be donated to the City. The City would lease it to the
<br /> II federal government for $1.00 per year.
<br /> II Dr. Purdy felt the Council should thank the Agency for making this possible,
<br /> II and commented that he had used this type of facility, and it was very convenient
<br /> during holidays or after hours. i I

<br /> Dr. Purdy moved seconded by Mr. Gribskov to recommend that the Renewal Agency
<br /> II
<br /> I' proceed with plans for construction of a branch Post Office, and that the City
<br /> II take the responsibility for maintenance and care after completion. Motion carried. I'
<br /> I Teague moved seconded by Dr. Purdy to approve Item Ib of the Committee report.

<br /> 11 Mr. Thomas Hedgepeth was concerned that the City agreed to maintain this facility, and felt it should
<br /> 'I be the responsibility of the federal government. The City Manager explained that the City was only
<br /> I. agreeing to structural maintenance and that the general cleaning and upkeep would be, the responsibi-
<br /> d
<br /> j~ lity of the Post Office Department.
<br /> Proposed Parking Facility, Demolished Saks Furniture Building - ERA has compl~ted -

<br /> 11 demolition of Saks Furniture building, and has suggested this would be a good!

<br /> II temporary parking facility, and that they would be willing to put it to that use
<br /> II for a period of time.
<br /> !I The Bon Marche has released its lease on parking facilities, and this property is
<br /> !! now being purchased by the Agency. They have requested that these lots be
<br /> Ii operated with City meters. This will assist the parking problem in the downtown
<br /> Ii area, because these will become policed meters, increasing turnover of downtown
<br /> parking' spaces.

<br /> ([ There was discussion of meters removed from the mall construction area, and that ,

<br /> I these lots will fill the need created by this removal.

<br /> t Mr. Teague moved seconded by Dr. Purdy that the parking facility created in the former Saks Building
<br /> ,
<br /> i site, as well as the parking facility released by the Bon Marche, be used as temporary parking'

<br /> II facilities and operated by the City. Motion carried.
<br /> 2. Lane County-EWEB Joint Planning Project, Civic Center - Some time ago, the City agreed
<br /> 11 to join Lane County,_ EWEB and the School District in a joint planning project of the
<br /> II
<br /> 1. Civic Center. This was to include location of buildings, traffic, parking, pedestrian
<br /> \' circulation, structural bearing problems, drainage, utilities, and other unification e
<br /> i1 considerations. Funding was to be by loan from the Department of Housing and Urban
