Mr. McDonald moved seconded by Mr. Teague that the bill be read the second time by council bill number only, with unanimous consent of the Council. The City Manager explained that this improvement was part of the Topics contract and would be let e by the state of Oregon. This ordinance has been adopted in order to assess the local share. His I understanding is that the Highway Dept. will open bids August 13, 1970, which would be approved at the Council meeting of August 24, 1970. It might be possible to hold a special Council meeting, I possibly at 4:30 that day, so that the State could proceed without delay.
