Rollcall vote. . All councilmen present voting aye, the motion carried. <br /> Mr. McDonald left the meeting. <br /> COMMITTEE REPORT <br /> , <br /> Meeting held July 29, 1970. <br /> Present: Mayor Anderson; Councilmen Hayward, Beal, Mohr and Williams; City Manager <br /> I and staff; and others. <br /> l. Items from Mayor and Councilmen <br /> a. Passage of Budget - Mayor Anderson commented regarding passage of the budget e <br /> that he was gratified at the size of the turnout, and that it indicated an <br /> I increased interest on behalf of the City. Had the budget not passed, many <br /> services 'might necessarily have been curtailed. <br /> Mayor Anderson thanked all those who worked with the budget committee, parti- <br /> cularly Mrs. Hayward and the telephone committee, radio and TV stations and I <br /> I the press. He commented that a committee will be moving to seek out new avenues <br /> I and sources of revenue to attempt to relieve some of the property tax burden. <br /> I' b. Note of Appreciation - Councilman Williams thanked the Council for his appoint- <br /> ment last fall, and announced that he had filed for Councilman in Ward 2. <br /> I c. Appointments, Procedure - Councilwoman Hayward said she had been concerned with <br /> a lack of procedure regarding appointment of people to commissions and boards <br /> I for which the Council is responsible. She suggested it would be appropriate <br /> I for the President of the Council to appoint a committee to recommend procedures <br /> for making such appointments. <br /> I Mr. Teague moved seconded by Dr. Purdy to place Items la, Ib and lc of the Committee report <br /> I <br /> II on file. Motion carried. <br /> 2. Progress Report, Social Goals - Councilwoman Hayward introduced members of the <br /> Social Goals committee present at the meeting. <br /> !I She explained the need for social goals in the community, and how the committee <br /> I had gone about establishing goals and means for reaching them. She said that the <br /> committee had prepared a preliminary social goals statement and had recommended <br /> I to the City Council establishment of four task forces to prepare working papers <br /> ontthe following subjects: The right of all citizens to privacy; the right of <br /> I all citizens to equal treatment; the right of all citizens to freedom of belief I <br /> and expression; the rights that all citizens have in the use of their property. <br /> II <br /> Mayor Anderson asked at what point the responsibility of the city government <br /> II <br /> would be delineated. Mrs. Hayward said the committee would want to make recom- <br /> Ii mendations not only to the city, but to other governing bodies. <br /> After further discussion, Mrs. Beal moved seconded by Mr. Williams to adopt the <br /> report presented by the Social Goals Committee and direct it to continue along <br /> the lines it has been proceeding. - <br /> Mayor Anderson s.aid he thought their approach, on the basis of individual rights, <br /> was an excellent one, and he hoped it would develop into a good conference. He <br /> I expressed thanks on behalf"'ef the Council to Mrs. Hayward and members of the <br /> committee, and said he would welcome suggestions as to the report or any assist- '. <br /> I ance needed. <br /> Vote taken on motion; Motion carried. <br /> I <br /> 3. white Bird Clinic Presentation - White BirdClinic Players challenged membeFs <br /> of the City Council to a baseball contest by dropping of a gauntlet. Councilman <br /> Mohr said they would take the challenge. Mayor Anderson thanked the challengers <br /> \ <br /> and officially accepted. <br /> Mr. Mohr moved seconded by Mr. Williams to accept the challenge of White Bird' I <br /> Clinic. Motion carried. <br /> ! <br /> I Mr. Teague moved seconded by Dr. Purdy to approve Items 2 and 3 of the Committee report. <br /> !
