Mr. McDonald moved seconded by Mr. Teague to adopt budget measure No. 51 authorizing $1,051,988 tax levy. Rollcall vote. . All councilmen present voting aye, the motion carried. Mr. McDonald left the meeting. COMMITTEE REPORT , Meeting held July 29, 1970. Present: Mayor Anderson; Councilmen Hayward, Beal, Mohr and Williams; City Manager I and staff; and others. l. Items from Mayor and Councilmen a. Passage of Budget - Mayor Anderson commented regarding passage of the budget e that he was gratified at the size of the turnout, and that it indicated an I increased interest on behalf of the City. Had the budget not passed, many services 'might necessarily have been curtailed. Mayor Anderson thanked all those who worked with the budget committee, parti- cularly Mrs. Hayward and the telephone committee, radio and TV stations and I I the press. He commented that a committee will be moving to seek out new avenues I and sources of revenue to attempt to relieve some of the property tax burden. I' b. Note of Appreciation - Councilman Williams thanked the Council for his appoint- ment last fall, and announced that he had filed for Councilman in Ward 2. I c. Appointments, Procedure - Councilwoman Hayward said she had been concerned with a lack of procedure regarding appointment of people to commissions and boards I for which the Council is responsible. She suggested it would be appropriate I for the President of the Council to appoint a committee to recommend procedures for making such appointments. I Mr. Teague moved seconded by Dr. Purdy to place Items la, Ib and lc of the Committee report I II on file. Motion carried. 2. Progress Report, Social Goals - Councilwoman Hayward introduced members of the Social Goals committee present at the meeting. !I She explained the need for social goals in the community, and how the committee I had gone about establishing goals and means for reaching them. She said that the committee had prepared a preliminary social goals statement and had recommended I to the City Council establishment of four task forces to prepare working papers ontthe following subjects: The right of all citizens to privacy; the right of I all citizens to equal treatment; the right of all citizens to freedom of belief I and expression; the rights that all citizens have in the use of their property. II Mayor Anderson asked at what point the responsibility of the city government II would be delineated. Mrs. Hayward said the committee would want to make recom- Ii mendations not only to the city, but to other governing bodies. After further discussion, Mrs. Beal moved seconded by Mr. Williams to adopt the report presented by the Social Goals Committee and direct it to continue along the lines it has been proceeding. - Mayor Anderson s.aid he thought their approach, on the basis of individual rights, was an excellent one, and he hoped it would develop into a good conference. He I expressed thanks on behalf"'ef the Council to Mrs. Hayward and members of the committee, and said he would welcome suggestions as to the report or any assist- '. I ance needed. Vote taken on motion; Motion carried. I 3. white Bird Clinic Presentation - White BirdClinic Players challenged membeFs of the City Council to a baseball contest by dropping of a gauntlet. Councilman Mohr said they would take the challenge. Mayor Anderson thanked the challengers \ and officially accepted. Mr. Mohr moved seconded by Mr. Williams to accept the challenge of White Bird' I Clinic. Motion carried. ! I Mr. Teague moved seconded by Dr. Purdy to approve Items 2 and 3 of the Committee report. ! Motion carried If 1\ Mr. Mohr said the Council Dodgers will meet White Bird Clinic at Civic Stadium August 30 for a double header at 5:15 p.m. , Manager said tickets will be $1.50 of which White Bird receives $1.00 and the I - Emeralds 50<;.
