<br /> !I owners for a portion of city share of cost, in accordance with current city policy. The job will
<br /> " be let by the State of Oregon with most of the cost covered by federal funds through the topics

<br /> i program. The public hearing was necessary to give property owners an opportunity to be heard
<br /> "
<br /> Ii regarding the proposed assessment. There were two bids on the project, low being $197,561.25

<br /> :1 Mr. Teague moved seconded by Mr. Gribskov that the Council concur in the recommendation of the staff,
<br /> il as outlined above and that the bid be awarded to Wildish Construction Company.

<br /> Ii Mr. Lyle Dunlap, 2785 Roosevelt Boulevard, was concerned with the amount of the assessment, and
<br /> 'I
<br /> II said it had been his understanding the property would not be assessed. He asked whether the cost
<br /> II
<br /> Ii of the traffic light was included in his assessment. The manner in which the property was assessed
<br /> ! ~ was explained to Mr. Dunlap, and the fact that nothing but the actual street paving had been
<br /> Ii assessed to the property owner.
<br /> II There was Council discussion of possible ways to defer assessments for elderly property owners who
<br /> "
<br /> I II were on pensions. A Mayor's Committee studied this subject, but ran into legal difficulties with
<br /> Ii each possible solution. The attorney's office is working on the problem.

<br /> II A vote was taken on the motion as stated. Motion carried.
