I Mr. Gleaves urged that the third reading not be given this bill, since the Council had previously . I adopted a motion which affirmed their belief that the ordinance did not allow billboards in the 15' setback area. If the City Attorney had construed the meaning correctly, this amendment would do nothing. Mr. Gleaves urged that the appeals po~tion be amended to allow an overall appeal so that I the entire sixty-two nonconforming signs could be dealt with at one time. This would be less time-consuming and less expensive. I Councilwoman Hayward asked if it was Mr. Gleaves opini~n the wording did not' change the intent of the ordinance. Mr. Gleaves said it did not. That the Council had previously adopted a motion II which is an indicati::on to staff of Council thinking as to how the ordinance should be interpreted. II In Mr. Gleaves opinion the amendment would add problems. He did not believe the ordinance said what the Council believed, but the amendment would do nothing to alter what it said. I In answer to Mr. Mohr, Mr. Gleaves said his proposal would not require appeals. If an existing sign created no problems, let it stand. If a complaint was made on a particular sign, a decision could 4It be made through the hearing process. Mayor Anderson could see no reason to refrain from updating the ordinance to take care of an admin- I istrative problem. I Mrs. Hayward moved request Planning Commission to consider appeals procedure in sign ordinance and consider the proposal of Obie Sign Company made at this meeting, and report back to the Council a recommendation. I Dr. Purdy seconded with the provision the Planning Commission consider class appeals or group appeals. The Planning Director said the Planning Commission would hold a public hearing on this matter at its meeting of October. Mr. Leonard Frojen appealed to the Council to refrain from tampering with the appeal section of the ordinance. Vote taken on motion as stated. Motion carried. RESOLUTIONS I Res. No. 1851 - Granting permit to R. N. Taylor for trailer for night watchman at 1165 Ocean Avenue was submitted and read in full. Mr. McDonald moved seconded by Mr. Teague that the resolution be adopted. Motion carried. Resolution No. 1852 - Making application for certain traffic signal construction under Urban Traffic Operations Program was submitted and read i~ full. ~ Mr. McDonald moved seconded by Mr. Teague that the resolution be adopted. Motion carried. I' Resolution No. 1853 - Urging support of Oregon Congressional District for Federal Revenue Sharing program with local governments~ was submitted and read in full. I Mr. McDonald moved seconded by Mr. Teague that the resolution be adopted. Motion carried. Resolution No. 1854 - Urging congressional support of federal grants for urban mass transit facilities was submitted and read in 'full. Mr. McDon~ld moved seconded by Mr. Teague that the resolution be adopted. Motion carried. Resolution No~ 1855 - Transmitting to Planning Commission request for amendment of zoning ordinance and calling public hearing September.l, 1970 at 7: 30 p.m. was submitted and read in full -- ! Mr. McDonald moved seconded by Mr. Teague that the resolution be adopted. Motion carried. III II Resolution No. 1856 - Initiating minor boundary change for annexation to the city of Eugene and I transmitting to the Boundary Commission (Ogle) was submitted and read in full. I Mr. Mcdonald moved seconded by Mr. Teague that the resolut~on be adopted.
