If the City Attorney had construed the meaning correctly, this amendment would do <br />nothing. Mr. Gleaves urged that the appeals po~tion be amended to allow an overall appeal so that <br />I the entire sixty-two nonconforming signs could be dealt with at one time. This would be less <br />time-consuming and less expensive. <br /> <br />I Councilwoman Hayward asked if it was Mr. Gleaves opini~n the wording did not' change the intent of <br />the ordinance. Mr. Gleaves said it did not. That the Council had previously adopted a motion <br />II which is an indicati::on to staff of Council thinking as to how the ordinance should be interpreted. <br />II In Mr. Gleaves opinion the amendment would add problems. He did not believe the ordinance said <br />what the Council believed, but the amendment would do nothing to alter what it said. <br /> <br />I In answer to Mr. Mohr, Mr. Gleaves said his proposal would not require appeals. If an existing sign <br />created no problems, let it stand. If a complaint was made on a particular sign, a decision could 4It <br />be made through the hearing process. <br /> <br />Mayor Anderson could see no reason to refrain from updating the ordinance to take care of an admin- <br />I istrative problem. <br />I <br /> <br />I Mr. Gleaves was concerned there would be a greater emphasis on getting compliance. <br /> <br />II I <br />I' <br />I Vote taken on sign amendment. The bill <br />II was held. <br /> <br />I Mrs. Hayward moved request Planning Commission to consider appeals procedure in sign ordinance and <br />consider the proposal of Obie Sign Company made at this meeting, and report back to the Council a <br />recommendation. <br /> <br />I Dr. Purdy seconded with the provision the Planning Commission consider class appeals or group <br />appeals. The Planning Director said the Planning Commission would hold a public hearing on this <br />matter at its meeting of October. <br /> <br />Mr. Leonard Frojen appealed to the Council to refrain from tampering with the appeal section of the <br />ordinance. <br /> <br />Vote taken on motion as stated. Taylor for trailer for night watchman at 1165 Ocean <br />Avenue was submitted and read in full. <br /> <br />Mr. McDonald moved seconded by Mr. Teague that the resolution be adopted. Motion carried. <br /> <br />Resolution No. 1852 - Making application for certain traffic signal construction under Urban <br />Traffic Operations Program was submitted and read i~ full. ~ <br /> <br />Mr. McDonald moved seconded by Mr. Teague that the resolution be adopted. Motion carried. <br /> <br />I' Resolution No. 1853 - Urging support of Oregon Congressional District for Federal Revenue <br />Sharing program with local governments~ was submitted and read in full. <br /> <br />I Mr. McDonald moved seconded by Mr. Teague that the resolution be adopted.
