Mayor said the cable committee was not involved in the franchise .~Dr. Pur-dy 'felt there were some points in the franchise that should be brought out :~_._. Mr. McDonald moved seconded by Mr. Teague to receive and file Item Ie of the Committee report. Motion carried. f. White House Committee on Aging - A White House Conference on Aging has been called for November of 1971. It has been requested that the Eugene City Council co-sponsor the program of the District 5 Advisory Committee in naming a chairman for this committee. Councilman Mohr has accepted the opportunity to represent the Council. I e Mrs. Margaret Stauffer thanked the Council for its help to the Committee on ,: Aging. , She introduced Dr. Green~ a member of the Governor's State Commit- " ,I tee for the White House Conference on Agmng. " 'I Councilman McDonald announced he will be in Washington~ D. C.~ October 29 I, I through November 3~ primarily on the Senior Citizens Committee. I " Dr. Purdy moved seconded by Mrs. Hayward to co-sponsor a chairman with the District 5 Advisory Committee and that Councilman Mohr be named Council representative and Chairman for this local committee. Motion carried. ;1 Mayor Anderson named Mr. Mohr to represent the Council as chairman of the ! Committee. Motion carried. " I g. Flight Service Week - Mr. Jerry Co1deen requested Mayor Anderson to prepare a proclamation designating August 16-20 Flight Service Week. He invited the Council to meet at the Airport Restaurant for their committee meeting~ and tour the facilities. The Council will meet August 19 at the Airport Restaurant. ': h. Objection to Refusal to Hear Firefighter's Petition - Mr. Pat Flynn objected to the Council refusal to hear a petition of the firefighters. Mayor fl,nder- I son ruled that he was out of order~ and said he could be heard after other business on the regular agenda had been ~iscussed. i: I Mr. McDonald moved seconded by Mr. Teague to receive and file Items Ig and Ih of the Committee I " report. Closure of 13th Avenue - University of Oregon~ after meetings between the City staff " and the University staff~ has pledged a percentage share of costs of traffic ad- 'I justments necessitated by the 13th Avenue vacation. At the same time~ several future projects in the University area were agreed to over the next ten years. Mr. Lindstrom has reviewed this with the University administration and has forwarded a letter approving the arrangements. - Mr. Oruille Lindstrom said the University agreed to the proposal for sharing costs~ and hoped the City Council would go along. Mayor Anderson was pleased the City and the University were looking at this from an overall view~ and that the University would assume responsibility in coopera- tion with the City to affect a total plan in the area. Mr. Lindstrom reminded the Council that the University authority to proceed iSffimewhat limited~ but they do have the authority to proceed in Items 1 and 8. The others will involve recommendations to the Board of Higher Education. City Manager requested prompt Council action so that closure could be accomplished I before the fall opening of the University. In answer to Dr. Purdy~ he said pro- vision for access in case of fire or other emergency vehicles must necessarily be part of any agreement on any vacation. Councilman Wi11iams requested that Item 12 be taken separately~ as he has a con- I flict of interest in this area~ and would not want to be prohibited from voting on the remainder of the items.
