I' <br /> I creating problems with blocking the entrance to his restaurant. <br /> " <br /> ! <br /> Mr. George Boenke, Boenke Printing, said a letter had been written from the Mall Rules Committee <br /> requesting a temporary cessation of the market until a proper location could be found. Manager <br /> said the letter would be read into the record at a more appropriate time in the discussion. <br /> Mr. Boyd Rasmussen, president of the Eugene Downtown Association, said he did not wish to <br /> speak in opposition, but he had been concerned whether city ordinances allowed such activities <br /> on city streets and sidewalks. <br /> I,: The City Attorney said city ordinances prevent commercial activities on sidewalks, alleys and <br /> streets. The present site of the Saturday Market is lOth and Oak Overpark, which is a parking <br /> structure but does have commercial uses on the ground floor. This location does not violate <br /> any city ordinances, <br /> Mr. Rasmussen said one location which had been suggested was the parking area of city hall, e <br />!, which is not used on Saturday. <br />I, <br /> Mr. George Skeie, 400 West 22nd, felt it was unfair to businesses in the area to have a market <br /> in front of the overpark. <br /> Mr. Stan Simmons felt it was unfair to allow a certain group to use this area for an extended I <br />l' period of time. <br /> The eity Manager.said the City Hall had been considered as a location for the market, and that <br />': <br />I when the City Council looks at other locations, this should be considered. <br />! The City Manager read a letter from Mr. James Longwood, chairman of the Mall Rules Committee, <br /> which recommended suspension of operation of the Saturday Market\0n_~p~lic land until such time <br /> as the committee has formulated recommendations for regulation of all commercial type activities <br /> in the Mall. <br /> Councilman Williams asked Mr. Longwood how long it would take for regulations to be formulated <br /> for functions in the mall. Mr. Longwood said much groundwork has been done, but it could be <br /> some time before they were prepared. They would hope to be ready before the mall was in use. <br />!i <br />!' Councilwoman Hayward felt the committee might rule on such things as the appropriateness of <br />" <br /> having this activity outdoors during the rainy months. Mr. Longwood agreed this might be <br /> practi cal. <br /> In answer to Councilman Williams the City Manager said there are problems with blocking of " <br /> entrances, parking, eetc., which are difficult to control in this location, but would not be 'I <br /> such a problem in a different location. <br /> Mr. John Rutledge explained that staff contact had been with Mrs. Lottie Streisinger, and <br /> that many problems had been ironed out with her. I <br /> Mrs. Lottie Streisinger, Rt. 4, Box 311, said she had been trying to police and control the <br /> market herself. The Craftsman's Guild had sponsored organization of the Saturday Market, but <br /> she had done all the coordinating since it had been in operation. She had requested police <br /> patrolmen and food inspectors inspect the area and report violations. Those vending had done ,. <br /> their best to comply with all regulations. <br /> Dr. Purdy said he was in favor of using the area around City Hall for the market. He felt the <br />'! Rhododendron Festival had been most successful and that this would be an ideal location. Mrs. e <br /> Streisinger s.aid City Hall could be used, but that they would lose the advantage of people <br /> , casually dropping in. <br />" <br />" <br />I, Mrs. Hayward suggested that discussion of the location was not germaine to the issue, and could <br />i be resolved at another time. She felt during the time of the proposed extension the staff <br /> could discuss this with Mrs. Streisinger and come to some conclusion about an appropriate <br /> location. <br /> Mr. Williams moved seconded by Dr. Purdy to amend the main motion regarding the six month <br /> extension to allow only a three month extension. Mr. Williams said he hoped regulations for " <br /> operation of the market could be formulated and adopted within that period of time. <br /> Mr. McDonald was not sure this was a proper location for the market, even for three months <br /> time. He would prefer it be moved to another location. Mr. Williams explained that he was <br /> proposing three months as the outside period in which a new location would be decided upon. I" <br /> Question was called for. Vote taken on amendment for extension of three months. Motion <br /> carried unanimously. <br /> Vote taken on main motion as amended.
