The 2009 LOC legislative recommendations list narrowed down <br />by the Intergovernmental Relations (IGR) Committee includes: <br />? <br /> <br />Changes to the Property Tax System (LOC item F) <br />? <br /> <br />Increased Regulation on Metal Theft (LOC item K) <br />? <br /> <br />Transportation Funding Package (LOC item S) <br />? <br /> <br />Climate Change Legislation (LOC item E) <br />? <br /> <br />Oregon Wireless Interoperability Network (OWIN) (LOC item L) <br /> <br /> <br />BACKGROUND <br /> <br />For the 2009 Legislative Session, the LOC revamped its policy process. As part of the new process, <br />policy committees were set up to assist in the development of a pro-active legislative agenda. Those <br />committees identified 24 legislative outcomes which span a wide array of issues and are explained on the <br />attached spreadsheet. <br /> <br />The LOC has asked each of its 242 member cities to review the legislative outcomes and provide input to <br />the LOC by identifying their top four issues. In adopting a legislative agenda, the LOC will consider the <br />input of cities, along with the recommendations of the policy committees. The final LOC legislative <br />agenda may well encompass all of the policy committee recommendations with the top priorities <br />identified by cities creating a focused set of specific legislative targets. <br /> <br />On July 23, 2008, the IGR Committee discussed the LOC’s policy committees’ legislative <br />recommendations. The IGR Committee was unanimous in its support of the following recommendations: <br />? <br /> <br />Changes to the Property Tax System (LOC item F) <br />? <br /> <br />Increased Regulation on Metal Theft (LOC item K) <br />? <br /> <br />Transportation Funding Package (LOC item S) <br /> <br />However, the committee was split on the following recommendations, with a 2 to 1 vote in support on <br />each: <br />? <br /> <br />Climate Change Legislation (LOC item E) <br />? <br /> <br />Oregon Wireless Interoperability Network (OWIN) (LOC item L) <br /> <br /> <br /> <br />Z:\CMO\2008 Council Agendas\M080811\S080811C.doc <br /> <br />
