She asked that the Council adopt a resolution I <br /> I' <br /> I: which would be delivered to Paris. <br /> Mayor Anderson s'aid he personally supported the program, 'and suggested the Council pre- <br /> pare a resolutIon containing (1) declaration of a month of concern for prisoners' of war <br /> in Vietnam; (2) Encouragement for participation of citizens of Eugene in a letter-writing <br /> program; ( 3) Direction to the ~uncil to transmit its concern to authorities of Hanoi <br /> to observe requirements of the Geneva Conference. <br /> Mrs. Hayward moved seconded by Mr. Gribskov to direct the staff to prepare a resol- <br /> ution as outlined abo~e. <br /> Dr. Purdy requested that the names of those people from Lane County be inserted in <br /> the resolution. (approve) <br /> Vote taken on motion as stated. Motion carried. <br /> Mr. Allen Hanger, 380 Bush, suggested that the Council add to its resolution a section urging the e <br /> , United States to comply with the 8 heva Conference and conditions formally declaring war, and urging <br /> immediate withdrawal of troups. <br /> Councilman Mohr pointed out that the Council was preparing a specific resolution dealing with a <br /> specific point, and that the Council did not support generalized resolutions. <br /> e. Motor Vehicle Visible Emissions Ordinance - Copies of the proposed ordinance were dis- I <br /> tributed to Council members previously. The administration felt the Council should be <br /> aware that enforcement of this ordinance would be difficult, and that the success of <br /> the program is probably more dependent on publicity and voluntary compliance, than on <br /> police action. <br /> Councilwoman Beal commented that it would not be necessary for police to use the com- <br /> parison chart in connection with emission from passenger cars, but that this applied <br /> onlY,to diesel trucks. <br /> Councilwoman Hayward was, concerned that assistance should be given to those on low <br /> incomes, who would be the most apt to be in violation, since they could not afford <br /> more modern vehicles. Mrs. B al assured her this had been considered, but that safety <br /> was in important factor too. It was hoped an educational program could be worked out. <br /> Mayor Anderson pointed out that these and other factors could be considered at the public <br /> hearing. He suggested it be set for November 30, which would give the staff an oppor- <br /> tunity to prepare material. <br /> Mrs. Hayward moved seconded by Mr. Mohr to set a public hearing for consideration of the <br /> Vehicle Emissions Ordinance. Motion carried. ( approve). <br /> it <br /> " f. Deferred Sewer Assessments - On March 7, 1968 the City Council authorized a two-year <br /> deferment of sanitary sewer assessment to Terry J. Mathews, R. D. McKendrick and Eva I <br /> C. Celorie. This was to give the city an opportunity to determine if the public could <br /> benefit by acquisition of these lands. The parties concerned do not wish to dedicate <br /> the land to the city of' Eugene, and since the original deferment was on a "no-benefit" <br /> basis, thecondi tions have not changed. It is the staff recommendation that the defer- <br /> ment be continued so that any possible future claim will not be invalidated. <br /> Mr. Gribskov moved seconded by Mrs. Hayward to approve continuation of a deferred <br /> assessment on properties owned by Terry J. Matthews, R. D. McKendrick and Eva C. Celorie. <br /> (approve) e <br /> g. Eugene Renewal Agency Appointment - Eugene Renewal Agency has reuqested the Council <br /> to fill a vacancy created by the resignation of Charles Duncan. Under new. procedures, <br /> the Council will provide tW0 weeks for names of nominees to be submitted, and will <br /> then hold an informal meeting to make its selection. <br /> Councilwoman Hayward suggested that the names should be submitted in writing. <br /> h. Option to purchase additional right of way <br /> ( 1) Lester T. and Ella Wells, 1865 Norkenzie, $412.00 <br /> (2) Carl D. and Lottie E. Electrical Ordinance Amendment - This ordinance will implement Counil instructions to <br /> J: establish a sticker which will inform home buyers that the electrical installation is <br /> installed to minimum standards, if such is the case.
