The City problem was whether the contractor should be permitted to <br /> bid on city contracts when he had knowingly violated the existing contract. <br /> Council Chamber <br /> Eugene, Oregon <br /> January 4, 1971 <br /> Special meeting of the Common Council of the city of Eugene, Oregon was called to order by His Honor <br /> Mayor Lester E. Anderson at 7:30 p.m. in the Council Chamber with the following Councilmen present: <br /> Messrs. Williams, Mohr, Mrs. Hayward and Mrs. Beal, Messrs; Teague and Purdy. Messrs. Gribskov and <br /> McDonald were absent. Councilmen-elect Hershner and Campbell were present. e <br /> Mayor's Message . <br /> Mayor Anderson gave his annual message assessing accomplishments of the past year, and hopes and plans <br /> for the future. He outl~ned a proposed 3% state income tax supplement and his hopes for increased <br /> returns to cities and counties, which might ease the property tax burden for low and middle income <br /> citizens. I <br /> Mayor Anderson stressed a need for land use planning to discourage proliferation of suburban develop- <br /> ments which create added problems for the cities. He praised increased citizen participation in <br /> government, but saw the need for even greater cooperation and involvement. <br /> Mayor Anderson welcomed Councilmen-elect Beth Campbell and James Hershner. They were joined by <br /> re-elected councilman Tom Williams and sworn in by the City Recorder. <br /> Eugene Water and Electric Board member Richard Freeman was then sworn in by the Recorder. <br /> Re-elected Councilman H. C.
