Mr. Walt Sands, 1121 Balboa, said residents of this area have "no septic tank problems and no reason to want annexation. e Mr. Willis Beebe, 123 Holly, said his main objection to annexation was the traffic situation on Holly. He said the reason they lived in this area was they didn't want to live in the City. Vote taken on motion as stated. Motion carried. B. January 5, 1971 Planning Commission Report 1. Zoning recommended (newly annexed area) Tax Lots 800, 900 and 1000 located on the north side of River Avenue, east of River Road and south of Beltline Road. Planning Director pointed out the area to be rezoned on the map and explained the designa- tion and its meaning. There was no one present to speak either for or against this matter. For formal action on Council Bill No. 9342 see Page 13 of these minutes. 2. Sign District Designation Recommended a. Tax Lots 1100-1600, 1800, 1900, 2000, 2101, 2105, 2200, 2203,400, 1201, 1301, 1304, 1400-1402. Due to conflict of interest, Acting Chairman Betty Niven was the only Commission member present to act on the recommendation. ,^ Highway Oriented Sign District - property fronting on River Road or within 200' Outlying Commercial District - property more than 200' east or west of River Road and not having River Road frontage. Tax Lots 800, 900 and 1000 East of River Road and north of River Avenue Outlying Commercial recommended by Commissioner Niven Property recently annexed to City needing sign district designation. e Mr. Hal Cross, 172i'Santa Rosa, said he represented the Sign Industry, and they concurred with the recommendation offhe Planning Commission. Mr. John Tiffany, Tiffany Davis Drug, agreed with the recommendation of the Planning Commission. Mr. Vernon Gleaves, representing Obie Sign Company said the northerly 100' along Beltline which is classified outlying commercial should be classified highway oriented. He pointed out the area he was concerned with, and suggested that this was a~heavily travelled highway, and bill- boards should be allowed along it. He said other portions of the Beltline which are industrial are classified highway oriented. Mrs. Betty Niven pointed out to the Council that highway oriented district had for those areas which are heavily used by the tourist type travelling public. the beltline is generally used by persons residing in the area. He felt billboards were of service to the driving public, and he reminded the Council that if the Highway Oriented designation was not utilized, this would be a means of eliminating his business in the city of Eugene.
