<br />Mayar Andersan suggested perhaps the resalutian cauld be warded as Mrs. Beal had suggested,
<br />with the additian:1af a furthermore, which the Cauncil felt shauld be cansidered by the
<br />legislature. This tends to. strengthen new legislatian needed.

<br />/Mp. Ken Freeman, 130 River Avenue, 'requ~ted with regard 'to this bill that the Council, before
<br />approving this bill, hear the position' of the sportsmen. They do not oppose the bill, and do
<br />approve the intent. Hawever, the State Association is opposed to the bill as written, because
<br />sa many permits are required and there is undue restriction.

<br />City Manager said Mr. Freeman had cantacted the Chief of Police and that, in a memo to. the
<br />City Manager, the Chief of Palice had stated he did not ,feel the sportsman or gun enthusiast
<br />was respansible for the action that led to intraduction of the proposed legislation; that he
<br />could understand Mr. Freeman's concern over the bill, and his position; and that he wauld not
<br />be apposed to a change in the bill that would be les~ restrictive to sportsmen, as long as
<br />the change did not materially alter the effectiveness of the legislation.

<br />Councilwoman Beal felt the Council was only endorsing the ,purpose of this legislatian, and
<br />there was no reasan to endorse each section.

<br />In answer to Mr. Mahr, the City Manager explained that the Council motion was to endorse the
<br />bill, but would go beyand and deal with the question of black powder and fertilizer types
<br />of explosives. Additian of a statement that the Cauncil would support any amendments which
<br />would alleviate duplicate licensing of legitimate sportsmen would take care af ~r. Freeman's
<br />problem. If there is no. objection, this statement cauld be,fI!e':luded with the motion that has
<br />been made.
