Only one proposal was received
during this preference period. It was reviewed by the Renewal Agency, which recommended
acceptance of the offer by the City Council for sale of the parcel to Mr. W. P. Harding.

City Manager agreed with Mr. McDonald that this was an exceedingly low pnnce for thi~
parcel of ground, but said it was the policy to offer the property first to those in the
area being displaced. If no offer was made during the preference period, it would be
opened for public bid. He explained that assessments on the property would have to be
paid, in addition to the price offered.

I

In answer to Mr. Hershner the City Manager said the amount offered was the appraised
price of the property.

Mr. Teague moved seconded by Mr. Mohr that the Council. accept the offer of Mr. W. P.
Harding for a lot in the State Street NDP for $1100 plus assumption of sewer assessment.
Rollcall. Motion carried unanimously.

A letter of protest was received from Phyllis G. Wald, 2973 Portland, in which she maintained that
the sewer was not close enough to her property to ever be of use. Dr. Schellman requested a deferred
assessment, but his property does not meet the criteria, since part of the lot has frontage on an
existing dedicated street.

I

Three requests were received for deferment of assessment, and it is the staff recommendation that this
privilege'be extended.
