I Mrs. Beal moved seconded by Mr. McDonald that the Planning Commission recommendation be approved. Motion carried. B. Planning Commisison Report, March 2, 1971 1. Reqommended denial of zone changes. a. Victor E~oniuk and Kathryn Wise; east of River Road between River Avenue and Beltline, AGT to C-2 Manager explained that this property is located on the south side of River Avenue north of the sewage treatment plant. The Planning Commission was concerned that the property was accessible from only two points, and that a commercial use would create a great deal of additional traffic. They felt the area could be used for some types of light industrial purposes. The request is for a roller rink which is not an allowable use in the M-l District, which the Planning Commission '; . felt was a proper zone for this area. The Planning Commission has called a> hearing to determine if roller rinks would be a proper conditional use for this zone.. ", e b. William Post; east of Jeltline, south of Royal and west of Ruskin - R-l to RA Request for the to RA. fop zoning from R-l to RA was not recommended by the Planning Commission smaller portion, but they did recommend that the major portion be rezoned The rezoning ,on the smaller site was requested to allow access to the site. I c. Ge~rge Wingard; north of Corliss, east of River Road, R-2 to RG Rezoning from R-2 to RG was requested so that an apartment house could be built. The Planning Commission felt this would be spot zoning and allow greater density than the R-2 immediately adjacent. Mrs. Beal moved seconded by Mr. McDonald that recommendations of the Planning Commission, as outlined above ,be approved. Motion carried. 2. Add Pool and Billiard Halls to conditional uses in C-2 zones Mrs. Charles McGowan asked that the Council give favorable consideration to the Planning Commission recommendation. She said that Pool and Billiard Halls are now considered a form of fami'ly recreation. She requested that an emergency clause be added to the ordinance. City Attorney said this could be added if the Council so directed. I Formal action on this item may be found under "Ordinances" on Page 21 C. March 8, 1971 PlanBing Commission meeting 1. Recommended approval: a. Alley vacation between Broadway and 10th, east of High (Register Guard) The Planning Commission simply recommended that vacation of the alley be approved. It is now a Council determination whether to levy an assessment for the value of the property. This can be done at the public hearing. Eugene-Springfield Mass Transit Study - The Planning Commission recommended approval of the study, commenting that it represented a sound basis upon which to initiate a public mass transit system. It felt further studies were necessary to integrate transit into the long-range planning process, and to develop more precise transit system operational plans. Economic system. comment, self-sufficiency should not be a priority objective for the transit The report should be referred to the E-SATS committee Tor review and prior to adoption by Lane Council of Governments.
