R-l to R-2 PD <br /> <br />.:. ~-. <br /> <br />Planning Commission recommended denial, based upon poor access to area, increase <br />in density, and strong neighborhood opposition. <br /> <br />e <br /> <br />Councilman Teague was concerned that the petitioner was not aware that the Council <br />decision would be final, but that he believed that he had ten days in which to appeal. <br />Mr. Teague has now been told that this is not so, and believes the petitioner <br />should be given an opportunity to appear. <br /> <br />City Manager explained zoning procedure and that the confpsion probably arose <br />from the PUD appeal procedure. <br /> <br />I <br /> <br />Mr. Mohr moved seconded by Mr. McDonald that this matter be held over to the next <br />regular Council;meeting on May 10, 1971. Motion carried. <br /> <br />3. <br /> <br />Vacation Request, Willamette Street - <br />the request for vacation of Willamette <br />Auditorium Association). <br /> <br />Planning,Commission recommended denial of <br />Street between 6th and 7th (Lane County <br /> <br />4/21/71 <br /> <br />*iJy.- Le"e Bisngp, ,Chairman of the Lane County Audi torium Association, summarized <br />past aC~2on~0 locate and decide on a site and reasons for the request for <br />closure of Willamette between 6th and 7th. <br /> <br />Mr. Ed Ragazzino said he ,had been asked to study implications of a split <br />facility. He explained that this was planned to be an urban center and <br />integrated facility on a continuous site. He exp~ained the econonllc dif- <br />ficulties with a split facility. <br /> <br />Mr. John Amundson, architect, brought the Council up to date on background <br />and reasons for the request. He distributed notebooks wi th background infor- <br />mation and suggestions for placement and integration of buildings on the <br />site, if Willamette were vacated, and the econonllc 'implications if it <br />were not. <br /> <br />Catherine Lauris, LCAA member, explained that the center would have many <br />uses, other than cultural and convention, and the Council should consider <br />this when making its decisi on. She fel t no compromise should be made. <br /> <br />I <br /> <br />~_"1 ' <br /> <br />Mr. Maurie Jacobs, Eugene businessman, was very much against'closure of <br />Willamette Street at this location. He ci ted problems downtown merchants <br />have had with recent upheaval of urban renewal, and that another closure <br />would deal a final blow. <br /> <br />e <br /> <br />Mr. George Boenke, member of Eugene Downtown Association, said the Assoc- <br />iation had voted unanimously against closure of Willamette. They were very <br />concerned with movement of traffic. <br /> <br />Mr. Vernon Hicks, Eugene Barber Supply, was also against closure, and said <br />the economy of the business district would suffer if this vacation were <br />permitted. <br /> <br />In answer to Councilwoman Beal, the city Manager said if the Council decides <br />to proceed with the vacation, public hearings would be required after due <br />advert$sing and notice. The ordinance would have ,to be held until the <br />actual vacation was needed. For the Audi tori um Association to proceed wi th <br />its planning and funding it needs the attitude of the City Council toward <br />this vacation. <br /> <br />I <br /> <br />'"The C;i ty Mimager:.explained to those not present at the Committee meeting thatLane <br />County A~ditorium Association had requested closure of Willamette to enable it to <br />proceed with design for the Auditorium Convention facility planned for a site on <br />Willamette Street between 6th and 7th.
