Recommended denial 'of zone change for Roger Bourland, R-3 to C-2 <br /> Mr. Bourland has indicated he would be out of town, and has requested Council <br /> to postpone this item. Staff recommends postponement. <br /> b. Byron Nelson, recommended denial from RA to M-2 <br /> Manager explained location of the property and that it is primarily single- <br /> family residential. Mr. Nelson has requested use of the lot for open storage <br /> of construction material and equipment. Planning Commission recognizes that <br /> at some point in time there will be a freeway constructed south of Elmira <br /> Road somewhere in the area. At that time, the zoning north of the freeway <br /> will probably be single-family residential and the Planning Commission felt <br /> to allow this additional industrial would be undesirable. <br />e Byron Nelson, 328 Arcadia, said he had attended the Planning Commission meeting, <br /> and there was not much he could add that hadn't already been said. <br /> c. Recommended approval of street vacation, 400 feet of Spring Boulevard, <br /> 700 feet south of North Shasta Loop (Larry Hirons) <br />I This requested vacation is for the purpose of realigning Spring Boulevard <br /> and exchanges one right of way for another. <br /> d. Recommenged denial of park vacation request, located in Second Addition to <br /> Willis Heights, east of Knob Hill Lane between East 35th Avenue and East <br /> 36th Avenue. <br /> This property is known as Willis Park and the matter came to the Planning <br /> Commission as the result of a request by property owners in the vicinity <br /> that something be done with the property by returning it to private ownership <br /> or assuring it was better maintained: At the Planning Commission hearing <br /> there were a number of neighbors who abut the property who felt the park should <br /> be maintained, and that they could maintain it in reasonably acceptable <br /> condi tion. City felt costs of maintenance were minimal and that it should be <br /> retained as a city park. Planning Commission recommended denial of the <br /> requested vacation. <br /> Francis Benton, 3575 Knob Hill Lane, said neighbors would be willing to mow <br /> the lawn. He felt it should be left as it is. <br /> Mayor Anderson suggested action be postponed until Council can view the <br /> property. <br /> City Manager said it was his understanding the Council had expressed a desire <br />I to view this property and the others requesting rezoning, before any action <br /> was taken,by the Council. <br /> Mr. Teague moved seconded by Mrs. Beal that the above items be postponed <br /> pending an opportunity for viewing by the Council. Motion carried. <br /> At this point Mr. McDonald left the meeting. <br /> E.
