<br />Ii Mr. Roger Dougherty said he represented Mrs. Ruth Shepherd of Emerald Empire Council

<br />I: are included within the priority groups. He explained the work of their agency and

<br />Ii In answer to Mr. Mohr, Mr. Mills said the City has authority to deviate 10%, to
<br />d adjust assignments established for allocation of funds. Beyond that, a request must
<br />:i be submitted to the Bureau of Labor for approval.
