Ii Regular meeting of the Common Council of the city of Eugene, Oregon was called to order by His II Honor ~~a:yor Lester E. Anderson at 7:30 p.m. on December 13, 1971 in the Council Chamber, with the I, " following Councilmen present: Messrs. Teague and Mohr; Mrs. Beal; Messrs. Gribskov, Williams and :! " Hershner; Mrs. Campbell. Mr. McDonald was absent. :, " ,: I. APPOINTMENTS A. Committee on Aging - Mayor Anderson announced appointment of Donald Husband and Robert Elder to the Committee on Aging for an indeterminate term. B. Charitable Solicitations Committee - Marie Randall, reappointed to a term ending December 1, 1975. Mr. Teague moved seconded by Mr. Mohr that the appointment of Mrs. Randall to the Charitable e Solicitations Committee be confirmed. Motion carried. II. PUBLIC HEARING, BID The hearing on a bid for storm sewer in the area of Marlow Lane was held over to this meeting to allow a poll to be taken of property owners to determine whether they wished to proceed, since " the bids were much higher than estimated. II I I' I: Ci ty Manager read a memorandum from the Director of Public Works which stated that the results I' of the poll were 18.2% yes, 72.8% no and 9% no response. " I ,I for 'fencing the ditch. II City Council had requested staff to prepare estimates Staff recommended I: " that City Council not get involved in fencing open ditches without further study. Regarding the i' I ~ bid, staff recommended that it be rejected, and if property owners wish, attempt a rebid in I: the spring to determine if lower prices can be obtained. I' !: Mohr to accept recommendation of staff to reject the bid, I Mr. Teague moved seconded by Mr. ii and open the project for rebidding in the spring. Motion carried. I " !; i' III. ASSESSMENT ORDINANCES :i The following council bills were submitted and read in full the first time on November 11, 1971 and held over to this meeting to allow proper notice of assessment to be given owners of affected property, and are brought back for consideration with no protests on file. COUNCIL BILL NO. 9535 - Levying assessments for paving 10th Avenue from Garfield Street to west 600' and widening Garfield Street from 10th Avenue to 11th Avenue was submitted and read in full the first time on November 11, 1971 and held over to this meeting to allow proper notice of assessment to be given owners of affected property, and is brought back for con- sideration with no propests on fi~e. Mr. Teague moved seconded by Mr. Mohr that the bill be read the second time by council bill number only, and that enactment be considered at this time. Motion carried unanimously I . Mr. Teague moved seconded by Mr. Mohr that the bill be approved and given final passage. Rollcall vote. All councilmen present voting aye, the bill was declared passed and n~mbered 16337. COUNCIL BILL NO. 9536 - Levying assessments for paving alley between Hayes Street and Garfield Street from 11th Avenue to 12th Avenue and between 11th Avenue and 12th Avenue from Garfield Street to east was submitted and read in full the first time on November 11, 1971 and held over to this meeting to allow proper notice of assessment to be given owners of affected e property, and is brought back for consideration with no protests on file. Mr. Teague moved seconded by Mr. Mohr that the bill be read the second tim eby council bill numben i, only, with unanimous consent of the council, and that enactment be considered at this time. Motion carried unanimously. Mr. Teague moved seconded by Mr. Mohr that the bill be approved and given final passage. Rollcall vote. All councilmen present voting aye, the bill was declared passed and numbered 16338. COUNCIL BILL NO. 9537 - Levying assessments for paving, sanitary sewer and storm sewer within Saratoga Park Subdivision and sanitary sewer within 160' of Saratoga Park Subdivision was submitted the first time and read in full on November 11, 1971 and held over to this meeting to allow proper notice of assessment to be given owners of affected property, and is brought baCk for consideration with no protests on file. Mr. Teague moved seconded by Mr. Mohr that the bill be read the second time by council bill number only and that enactment be considered at this time.
