<br />Regular meeting of the Common Council of the city of Eugene, Oregon was called to order by His Honor
<br />~ Mayor Lester E. Anderson in the Council Chamber at 7:30 p.m. on January 10, 1972 with the following
<br />councilmen present: Messrs. Teague and Mohr,~Mrs. Beal, Messrs. Williams and Hershner, and
<br />Mrs. Campbell. Councilmen McDonald and Gribskov were absent.

<br />I - Mayor's Message 1972
<br />Mayor Anderson delivered his annual message covering the past year's accomplishments and giving
<br />a resume' of changes he would like to see occur in the coming years. A copy is on file in the
<br />City Manager's office.
<br />
<br />II - Election of Council Officers
<br />Council President Teague asked for postponement of this item because of the absence from the
<br />City of two councilmen. He asked for a meeting of the Council in the City Manager's office on
<br />Wednesday, January 19, 1972, at 11:30 a.m. for the purpose of electing o~ficers; Council memoers
<br />agreed.
<br />
<br />III - Appointments, Boards and Commissions
<br />A. Charitable Solicitations Commission - Mayor Anderson recommended appointment of William Korns,
<br />1345 Corum, replacing William Dunseth, resigned, for the balance of the term ending November
<br />1973.
<br />
<br />Mr. Teague moved seconded by Mr. MohT to approve the appointment. Motion carried.
<br />
<br />B. Planning COmnUssion - Mayor Anderson announced the reappointment of David Hoffman, 1626 Sher-
<br />wood Place, and Alan Maxwell, 2195 Wood Acres Drive, for the term ending January 1, 1976;
<br />and the appointment of James Longwood, 2633 Spring Boulevard, to replace John Stafford, re-
<br />signed, for the balance of the term ending January 1, 1973.

<br />C. International Co-operation Committee - Mayor Anderson announced the appointment of the
<br />following persons to this committee:

<br />IV - Committee Reports - Items previously discussed at committee meetings on December 29, 1971 and
<br />January 5, 1972. Minutes of those meetings appear below in italics.

<br />Mr; Teague moved seconded by Mr. Mohr that Items A through 0 below be approved, affirmed, and
<br />filed as noted.

<br />A. Proposed County-wide 1%% Income Tax for Local Government - Lane County requested
<br />Council's of cities to take a position on the acceptability of a proposal to levy
<br />a 1%% income tax on adjusted gross income of all residents of Lane County. If the
<br />plan is acceptable, it will be necessary to start an educational program, and
<br />planning should proceed as soon as possible.

<br />Staff distributed with the agenda two alternatives for use of the revenue, one of
<br />whi ch proposes that funds be used as property tax offset, and as funding for de-
<br />ferred capital improvement projects, and the other to devote the entire amount to
<br />offsetting the projected property tax levies. Assistant City Manager explained the
<br />two proposals and accompanying graphs.
<br />
<br />Councilmen had questions about rates of increase, other revenue sources, and pro-
<br />jections made on the charts. In answer to Mrs. Campbell, Manager said a committee
<br />made up of representatives of cities and county had arrived at the 45/55 split of
<br />revenues between cities and county. 45% was designated to the County because itwas
<br />felt that citizens inside cities were provided with county services. In the event
<br />of major annexations or population shifts, this split of the revenues could be re-
<br />negotiated.

<br />Counc!:ilman Williams commented on the r.ecent Texas and California decisions regard-
<br />ing use of property tax for school funding, and whether something of this nature
<br />might have some effect on local taxes. He felt the School District should have been
<br />included in the discussion of the proposal. Manager suggested this might be clari-
<br />fied before this tax or ,any other local tax came to the voters.
<br />
<br />Mayor Anderson said there are many eventualities that might be considered as good
<br />reasons for delay. The question at thi.stime is whether the Council feels an income
<br />tax is a logical, justifiable source of revenue for financing local government.
