The McDougals are not and never have been <br />interested in selling any portion of the property. Neither are they interested in selling their Laurel <br />Hill property except under the current agreement involving a "swap" of lands within the UGB. <br /> <br />The McDougals agreed to donate land to the parks department that was in excess of the 120 acres <br />involved in relocating land within the Urban Growth Boundary from South Eugene (the Laurel <br />Hill site) to the Irvington site. This proposal was believed to be mutually beneficial because the <br />City would receive land at no cost for a regional park at Irvington and land at a rural value cost <br />for the ridgeline park area in South Eugene. In return the McDougal's would be able to develop <br />their more site-ready Irvington property with a design integrated with a park. In additional to an <br />area for active use, natural areas would weave through the residential development. <br /> <br />The Irvington property is not typical rural land but is what is considered as "opportunity" <br />property. All public facilities necessary to support urban development either abut or exist on the <br />site; the property is located within the urban reserve; and, it is projected for urban development in <br />2 of 3 scenarios within the 50750 Plan. It is well understood in the development community that <br />there is a short supply of developable land within the Eugene Urban Growth Boundary. It is only <br />a question of when the Irvington site will be included into the UGB. In addition, the sale of a <br />portion of the site would obstruct its future logical and efficient development, especially if the <br />propea-t3,~s street frontage is impacted. <br /> <br />The proposal under agreement between the McDougals and the parks department terminates July <br />1, 2005.
