Library Grant - A memorandum from the Librarian was noted in whi ch she said the- <br />Library received a Title I Grant under the Library Services & Construction Act in <br />the amount of $6,879.00. Noise Pollution and Distribution of Project Status Report - Mrs. Beal called atten- <br />tion to Dan Sellard's article in the February 20, 1972 Register-Guard with regard to <br />different levels of noise in the Ci ty. She asked the status of a proposed decibel <br />ordinance for enforcement of the recently adopted noise ordinance. Manager distributed <br />copies of a status report on various projects including decibel regulations. Staff re- <br />view indicates there is no decibel information readily available from other ci ties which <br />could be upheld in Court and suggested retaining a consultant, if funds are available <br />in the 1972-73 budget, to develop decibel levels for Eugene. <br /> <br />. <br /> <br />Councilman Williams commented on efforts at the National level to arrive at standards <br />for measuring decibel levels which might serve as a basis for local efforts. Mrs . Beal <br />replied that the West Coast is ahead with regard to air pollution regulations in many <br />techniques that are particularly applicable in this area, and she feels because of the Comm <br />difference of opinion on measuring noise levels and air pollution, trying some method 2/23/72 <br />of enforcement might be better than waiting for National law. Conflict-of-Interest Policy - Copies were previously distributed to Council members <br />of conflict-of-interest statement adopted by the Planning COmnUssion: <br /> <br />Each voting member shall be entitled to vote at all regular and special <br />meetings except that a member shall not !IOte when there is a conflict of <br />interest; i.e., when the action to be taken can confer a significant <br />economic benefit or impose a significant economic loss on the individual <br />member. Where there is such a conflict of interest, the member should <br />identify it immediately and not take part in any discussion or voting. <br /> <br />If a member wishes to abstain in a situation where there is no direct <br />pecuniary conflict of interest, but where the public might cOnstrue that <br />such a conflict exists or if a mamber has a conflict deriving from his re- <br />lationship with the person involved, then he may ask if he may abstain. <br />If other members say "no" he must vote. This provision is intended to <br />relate to close relatives and to professional relationships as well as <br />to friendships. <br /> <br />I <br />I <br /> <br />. <br /> <br />Councilman Mohr suggested that in consideration of adoption of like statement of <br />policy to be included in the Council bylaws the staff should be asked to prepare a <br />brief statement on period of time for a challenge by a ci tizen inferring a conflict <br />of interest. Manager commented that no action of the Council could take effect for <br />the period of time set if it was subject to a challenge. <br /> <br />Mrs. Campbell asked whether this was meant to apply also to EWEB. Motion carried on <br />rollcall vote, all councilmen present voting aye. <br /> <br />IV - Liquor License Applications - New <br />'A.
