<br />said it is of interest to the Agency to combine properties where possible for expansion <br />of retail business downtown, and the Agency has agreed to sell this land to Mr. Jacobs <br />when vacation is completed. <br /> <br />. <br /> <br />On questions from Councilman Teague, Mr. Hunt said this is one 'of the alleys originally <br />designated for vacation, that there are other alleys providing access for emergency equip- \ <br />ment into the renewal area. <br /> <br />Councilman Williams asked if it would be improper for some form of compensation to be <br />given the City and turned over to the property holders in the area. Manager said the <br />co-operation agreement with the Agency detailing obligation of the City in the renewal <br />project would appear to preclude the City's assessing for this vacation. <br /> <br />Mel Purvis, Eugene Water & Electric Board, said the Water Board has a steam line in the <br />alley about which they are concerned. Mr. Hunt replied that the Water Board was noti- <br />fied two weeks ago that the alley is being considered for vacation. He said transactions <br />with the Water Board are with the City itself. <br /> <br />Council Bill No. 9621 - Vacating alley between 7th and 8th Avenues from Olive <br />Street east 160 feet (ERA/Jacobs), was submitted and <br />read the first time by council bill number and title <br />only, no councilman present requesting that it be read <br />in full. <br /> <br />. <br /> <br />Mrs. Beal moved seconded by Mr. Teague that the council bill be read the second <br />time by council bill number only , with unanimous consent of the Council, and <br />that enactment be considered at this time. Lacking unanimous consent, all <br />councilman present voting aye, except Messrs. Williams and Hershner voting no, <br />the bill was held for second reading. <br /> <br />B. Vacating utility easement on Lot 22, Block 7, 1st Addition,to Pine Ridge Estates (Dills) <br /> <br />Council Bill No. 9622 - Vacating utility easement on Lot 22, Block 7, 1st Addition <br />(to Pine Ridge Estates, was submitted and read the first time <br />by council bill number and title only, no councilman present <br />requesting that it be read in full. <br /> <br />Mrs. Beal moved seconded by Mr. Teague that the council bill be read the second time <br />by camcil bill number only ,with unanimous consent of the Council, and that enactment <br />be considered at this time. Motion carried unanimously, and the bill was read the <br />second time by -council bill number only. <br /> <br />Mrs. Beal moved seconded by Mr. Teague that the council bill be approved and given <br />final passage. Rollcall vote. All councilmen present voting aye, the bill was declared <br />passed and numbered 16420. <br /> <br />. <br /> <br />C. Rezoning Approved - Planning Commission Report March 14, 1972 <br />1. Rezone from RA to R-2 PD area west of Oak Patch Road and south of Amazon Channel <br />(Becraft) <br /> <br />Council Bill No. 9623 - Rezoning to R-2 PD area west of Oak Patch Road and south <br />of Amazon Channel (Becraft), was submitted and read the first <br />time by council bill number and title only, no councilman <br />present requesting that it be read in full. <br /> <br />Mrs. Beal moved seconded by Mr. Teague that the council bill be read the second time <br />by camcil bill number only, with unanimous consent of the Council, and that the <br />bill be held pending final approval of the planned unit development. Motion carried <br />unanimously and the bill was held. <br /> <br />2. Rezone from RA to R-2 PD area east of Bailey Hill Road and south of 15th Avenue (Nelson) <br /> <br />Council Bill No. 9,624 - Rezoning to R-2 PD area east of Bailey Hill Road south of <br />15th Avenue (Nelson, was submitted and read the first time by <br />council bill number and title only, no councilman present, <br />requesting that it be read in full. <br /> <br />. <br /> <br />Mrs. Beal moved seconded by Mr. Teague that the council bill be read the second time <br />by council bill number only, with unanimous consent of the Council" and that the <br />bill be held pending final approval of the planned unit development. Motion carried <br />unanimously and the bill was held. <br /> <br />D. Rezoning Denied - Planning Commission Report March 14, 1972 <br />1. Rezone from RA to R-2 area at northeast corner 18th Avenue and Bailey Hill Road(Safley) <br /> <br />Mrs. Beal moved seconded by Mr. Teague to uphold the Planning Commission recommendation <br />to deny the rezoning request.
