<br />G. Temporary Office Space, Portland Federal, Broadway and Oak - Portland Federal
<br />Savings & Loan propose to demolish buildings on the quarter-block at the south-
<br />west corner of Broadway and Oak and construct a new building for their opera-
<br />tion. They are asking permission to use a mobile home type structure to carry
<br />on operations during the construction period. Manager said there is no ob-
<br />jection from the fire or building standpoint so long as it is a temporary
<br />installation.

<br />Mr. Mohr moved seconded by Mr. Bradshaw to permit the temporary structure.

<br />H. Walkway, west side of Willamette from 34th to 36th, and 37th to 39th - Memo
<br />was previously, distributed to Council members proposing removal of parking on
<br />the west side of Willamette Street from Dunn School to 39th Avenue to provide
<br />a pedestrian way in those locations where there are no sidewalks. This is the
<br />result of previous Council discussion on difficulty encountered by children
<br />going to and from Dunn School. Topographic prqblems preclude building a side-,
<br />walk on the west side of the street. Children living west of Willamette
<br />must cross the street at the crest of the hill where there is no sight dis-
<br />tance or walk in the street itself. Manager said a letter was written to
<br />School District 4 with regard to USe of school boy patrols, but there was no
<br />response.

<br />Traffic Department proposes ,marking a pedestrian way by,raised,curbs and re-
<br />flectorized markings on the west ,side of the street, prohibiting automobile
<br />use at all times of the west edge of the pavement. Owners of properties
<br />a.ffected were polled wi th only two responses, both concerned about inter-
<br />ference with mail delivery only which will not be affected.

<br />Public Works Director said the curb would be done under force account, however
<br />the proposed crossing signal would be capital outlay and would depend upon ap-
<br />proval as a budgeted item. He said it would be similar to the one in existence
<br />at the crossing on Harlow Road for Washington School. Exclusive of the signal,
<br />the project will cost about $400, part of which is salvageable should the in-
<br />stallation,be changed in the future~

<br />I. North Bel t Line, Floodway, Smi th Property -, Council was asked for authoriza-
<br />tion to deed property west of Gilham Road and north of Crescent Avenue to
<br />Marnold and Kathleen Smith. It was the understanding at the time of the
<br />transaction that a small portion, severed by ,the alignment would be returned
<br />to the Smi ths in exchange for the right-of-way purchase-. ,A map o1J,the area
<br />involved was shown.

<br />the Smiths as outlined. Motion carried unanimously.

<br />K. Agreement, Southern ,Pacific, Bridge Across West Belt Line, Floodway -' Authoriza-
<br />tion was ,requested to enter into an agreement with Southern Pacific Company
<br />for construction of a bridge over the West Belt Line Floodway at a maximum cost
<br />of $33,000 to be budgeted ,in, the 1972-:7 3 year., The agreement will allow..ful-
<br />fillment of City's obligation in the SCS floodway project. A sketch of the
<br />area was shown.
